This position in the Bureau of Natural and Cultural Resources functions as the Bureau's operations manager, including such tasks as: Manage the Resource Management budgets for the Division of Recreation and Parks. Assist with annual project planning which supports the mission of the Division and aligns with legislative authority for the use of multiple sources of funding and grants. Monitor the Resource Management expenditures of the Division in real time to ensure maximum financial integrity. Attend financial or planning meetings as needed. Provide regular financial analyses, reports and recommendations regarding actual and projected expenditure levels, and present analysis reports to staff or leadership. Prepare budget status reports per funding or grant source, including those for special projects and planning purposes. Coordinate and consult with District Offices / park staff to utilize all funds efficiently and effectively. Support Division fiscal best-practices; identify areas for improvement and propose solutions.
Support Division Resource Management purchasing. Initiate, manage, and maintain specific agreements and contracts supporting Resource Management. Pursue formal solicitations for statewide resource management contracts in consultation with program staff. Develop, review and process all related contract documents, including task assignments, purchase orders, reports and invoices for payment within the required time frames and procedures. Monitor contracts and contractors to assure programmatic and administrative requirements continue to be met throughout the term of the contracts. Maintain tracking report on encumbrances, expenditures, funding type, invoicing status, and project completion. Work with contractors and field staff to ensure an effective and efficient contracting process. Support office staff with purchasing, HR recruitment and onboarding, State Travel Management System (STMS), scheduling, and training reminders. Responsible for supervising up to two full-time staff members to maximize the effectiveness of the Division's resource management funding.
