This position serves as the Grant Manager for the Rural Infrastructure Fund Program within the Division of Community Development, Bureau of Small Cities and Rural Communities.

The Rural Infrastructure Fund (RIF) facilitates planning, preparing, and financing of infrastructure projects in rural communities to encourage job creation, capital investment, and the strengthening and diversification of rural economies. RIF funds are often used by rural communities as a match for other infrastructure funding programs.

The Work You Will Do:

  • Prepare a risk analysis and if required, a monitoring plan for each assigned sub-grant.
  • Responsible for reviewing and processing all correspondence, payment requests, citizen complaints, conflicts of interest, contract modifications, wage decision requests, policies and procedures, contractor clearances, plans and specifications packages, procurement documents, waiver requests, and closeout requests to ensure compliance with federal and state requirements.
  • Reviews all sub-grant applications submitted by the local governments within the employee's assigned area of responsibility and prepares contract award documents.
  • Maintains all files on the contracts from execution to final closeout. The employee is responsible for entering data into the grant tracking system for each assigned contract.
  • Provides technical assistance to local governments and their consultants in the employee's assigned area. If the employee is designated as a subject matter specialist on a specific topic, the employee provides technical assistance, as needed, to all recipients on this topic.
  • Participates in the development and implementation of training workshops and webinars for local governments and their consultants.
  • Performs other duties as assigned.

Required Knowledge, Skills, and Abilities:

  • Ability to work independently and as a member of a team.
  • Ability to organize and prioritize work assignments and effectively handle multiple tasks to complete assignments on time.
  • Ability to interpret statutes, administrative rules, and federal regulations and explain these requirements.
  • Possess effective verbal and written communication skills, including good public speaking ability.
  • Ability to compile data from a variety of sources and present it in a logical manner.
  • Ability to create spreadsheets in Microsoft Excel, prepare documents in Microsoft Word, and create PowerPoint presentations.
  • Ability to perform overnight travel for an extended period of time.
