The Florida Department of Children and Families (DCF) is the state of Florida's social services agency. The agency oversees services for child safety, fostering, adoption, domestic violence, adult protective services, refugees, homelessness, mental health, substance abuse, childcare providers, human trafficking, and government assistance. The agency's mission is to work in partnership with local communities to protect the vulnerable, promote strong and economically self-sufficient families, and advance personal and family recovery and resiliency.

Within DCF, the Economic Self Sufficiency (ESS) Program helps to promote strong and economically self-sufficient communities by determining eligibility for food, cash and medical assistance for individuals and families on the road to economic recovery.

Under the ESS Program, the Office of Public Benefits Integrity (OPBI) is responsible for investigating government assistance fraud or misuse regarding the SNAP (Food Assistance), D-SNAP (Disaster Food Assistance), TANF (Cash Assistance), and Medicaid programs by individuals or merchants.

This is a full-time position working 40 hours per week. Business hours are 8:00 am - 5:00 pm EST, Monday - Friday. The incumbent is a member of the DCF D-SNAP Disaster Response team and, in that capacity, may be required on short notice to perform duties and travel in support of disaster relief. During such events, incumbent may be required to work more than 8 hours per day.

Location: 2415 N. Monroe St., Tallahassee, FL 32303. Some travel may be required.

Minimum Qualifications:

  • Must be a current Florida Department of Children and Families employee.
  • Must live in, or around, Tallahassee, FL.
  • Must have a willingness to travel extensively, including overnight travel.
  • Must have a valid state driver's license.

Preference will be given to candidates with the following:

  • Fluent in Spanish or Creole
  • DCF Benefit Recovery experience
  • Treasury Offset Program (TOP) experience
  • ESS eligibility experience and policy knowledge
  • Proficient in Microsoft Office Suite, including Outlook, Excel, Word, PowerPoint, and Publisher

Job Duties and Responsibilities:

This is a professional position in the Treasury Offset Program. It is classified as a Career Service position, working 40 hours per week, Monday through Friday 8:00 A.M. to 5:00 P.M.

The incumbent will ensure the job duties and responsibilities are completed in a timely manner and with a high accuracy rate. It is important for the applicant to display a professional attitude and strong work ethic.

Duties include assisting in fraud investigations and provides support in the recovery of funds lost due to waste, fraud, or abuse. Incumbent is a member of the DCF D-SNAP Disaster Response team and, in that capacity, may be required on short notice to perform duties and travel in support of disaster relief. During such events, incumbent may be required to work more than 8 hours a day.

This is a professional position in the Benefit Recovery (BR) Program of the Office of Public Benefits Integrity (OPBI) located within the Economic Self Sufficiency (ESS) Program. The individual in this position must have detailed knowledge of the Treasury Offset Program and must maintain a comprehensive and up to date working knowledge of the TOP policies and procedures. The individual in this position will be required to request and test programming changes to in all related systems to run the TOP program.

Assigned duties include, but are not limited to the following:

  • Handles all TOP related phone calls, correspondences, and inquiries from both internal and external clients.
  • Coordinates all request and processing of TOP refunds within required time frames.
  • Completes all TOP State/Federal Reviews within time frames.
  • Completes all required daily, weekly, monthly, and quarterly TOP reports within required time frames.
  • Reconciles the TOP balances in the in all related systems.
  • Acts as a TOP liaison with the different Regions, other states, and federal agencies.
  • Attend TOP meetings as a representative of the State of Florida as needed.
  • Performs other related duties as assigned.

Knowledge, Skills, and Abilities:

  • Knowledge of the methods of data collection and analysis
  • Basic management principles and practices.
  • Ability to collect, evaluate and analyze data to develop alternative recommendations, solve problems, document workflow and other activities relating to the improvement of management practices
  • Organize data into logical format for presentation in reports, documents, and other written materials
  • Conduct fact-solving techniques
  • Plan, organize and coordinate work assignments
  • Establish and maintain effective working relationships with others.
