This position requires extensive knowledge of state and federal foster care and adoptions (child welfare) policies, rules and regulations, national child welfare issues and initiatives, child welfare programs, and other State and local governmental, and public entities involved in the delivery of social/public assistance services. This position is responsible for coordinating the development, and implementation of the department's federal funding eligibility activities.

Responsibilities include:

  • Overseeing the planning and implementation of state, and federal funding eligibility policy. Provides management consultant services, supervision, and technical assistance to staff on federal funding eligibility.
  • Conducting review of federal allowability of payments such as foster care maintenance payments.
  • Developing and tracking corrective action plans in response to federal monitoring findings in conjunction with regional, and provider staff.
  • Analyzing information needs and making recommendations concerning the use of information from legacy/new information systems, and improvements to those systems including new information system development for financial, and eligibility.
  • Enhancing professional knowledge and expertise by participating in training seminars, workshops and conferences. Maintain a working knowledge of current research and national literature on Title IV-E Eligibility and TANF.
  • Establishing and maintaining cooperative working relationships with organizations and other agencies involved with federal and state eligibility associated with child welfare.

Education Requirements:

Associates degree or higher from an accredited college or university; equivalent experience will be considered.

Work Experience Requirements:

At minimum, three years' experience in child welfare with at least one year experience in federal eligibility/claiming determinations.

Software Proficiency:

Florida Safe Families Network (FSFN) or similar state child welfare system

Microsoft Excel
