Government Operations Consultant I

This is a highly independent position with the Florida Department of Health in Orange County (DOH-Orange) and will report to the Emergency Operations Program Manager. This position assists in facilitating the DOH-Orange's response to natural and human events including the special needs shelter activities, dispensing of medical countermeasures and vaccines, volunteer management, outreach and other events as necessary.

Job duties and responsibilities include:

  1. Assist in facilitating the health department's response to acts of bioterrorism, including the dispensing of medical countermeasures.
  2. Responsible for the inventory and maintenance of equipment and supplies in the disaster warehouse.
  3. Assist with resupply related to preparedness training, vaccination, POD, shelter, and other supplies needed to respond to public health outreach events, trainings, exercises, and emergencies.
  4. This position will be responsible for the purchasing and procurement for the Training and Preparedness Program in accordance with State of Florida, Florida Department of Health (DOH), and DOH-Orange purchasing policies and procedures.
  5. Assist in preparation of reports and other materials, and in development and recommendation of procedures and policies as directed by the Emergency Operations Program Manager.
  6. Performs other duties as necessary.

Knowledge, skills, and abilities required for the position include:

  • Skilled in Microsoft Excel, Word, Outlook, Power Point, TRAIN, HMS, People First, and Internet Navigation.
  • Skill in driving and operating larger vehicle or trailer, including a van and a bus, not requiring a CDL license.
  • Experience using warehouse equipment such as pallet jacks, Forklifts, Generators.
  • Knowledge of Basic leadership principles and practices and able to solve problems and make decisions.
  • Knowledge of general office procedures and practices, correct grammar usage, basic arithmetic and perform basic arithmetical calculations.
  • Knowledge of Incident Command System, NIMS and basic principles of managing emergencies.
  • Ability to establish and maintain effective working relationships with internal and external customers.
  • Ability to work outside of normal business hours (including weekends) and to travel.
  • Ability to work independently and under stressful situations.

Minimum qualifications include:

  • Willing to work a flexible schedule that may include evenings and weekends, as needed.
  • Require you to maintain emergency operations plans. Do you have documented experience writing and updating emergency operations plans, Policies, protocols or Standard Operating Procedures.
  • Requires experience developing and maintaining partnership between public, professional and voluntary agencies.
  • Requires maintaining emergency preparedness equipment. Willing to work in a warehouse environment and conduct routine maintenance on equipment.
  • Require you to create and conduct exercises/drills for staff and partner agencies. Do you have documented experience planning, creating and conducting exercises/drills.
  • Proficient in the use of Microsoft Word, Excel, PowerPoint, and Outlook.
  • Willing to work before, during, and/or beyond normal work hours or days in the event of an emergency.
  • A current valid Driver's license. The position requires operation of large vehicles and the ability to obtain Emergency Vehicle Operating Certification within 6 months of hire.
