This Government Operations Consultant III position is in the Florida Planning, Accounting, and Ledger Management (PALM) Unit of the Bureau of Finance and Accounting, under the Division of Administrative Services. This position is responsible for assisting the Division of Administrative Services with department transition activities in the implementation of the State of Florida financial management system. Coordinates with administrative services, technical, and program area staff in the analysis, design, and development of updated procedures, policies, and business systems to support the agency's implementation of the State's enterprise-wide financial management solution.
Responsibilities include:
Required knowledge, skills, and abilities include: knowledge of basic financial principles and practices, the methods of data collection and analysis; ability to determine work priorities and ensure proper completion of work assignments; communicate effectively verbally and written; establish and maintain effective working relationships with others; formulate policies and procedures; understand and apply applicable rules, regulations, policies and procedures relating to operational and management analysis activities; organize data into logical format for presentation in reports, documents and other written material; collect, evaluate and analyze data to develop alternative recommendations; solve problems; document work and other activities relating to the improvement of operational and management practices; conduct fact finding research; work independently and collaboratively in a team; solve problems and make decisions.
Minimum qualifications include at least four years of verifiable related experience. Post-secondary degrees may be used as an alternative for the required years of experience on a year-for-year basis. A credential evaluation report from an approved agency must be submitted along with all foreign degrees. Successful completion of a background and fingerprint check is required.
Preferred qualifications include strong data analysis skills, ability to work independently as well as collaboratively with cross-functional teams, experience in organizational change management, experience with financial analysis, experience documenting test scenarios, cases and scripts, experience with facilitation techniques to elicit business requirements and drive customer communications, ability to be creative, to use sound judgment, and to display foresight to identify potential problems and design/specifications, experience with the PALM project or a PeopleSoft financials implementation, experience using the FLAIR system.
This position is hiring at $57,000.00 per year.
