This position involves intermediate level engineering technical work in the Permitting and Waste Cleanup Program and the application of Department rules and statutes in these areas.

Responsibilities include:

  • Review, evaluate, and process engineering permit applications and/or waste cleanup documents for conformance to federal and state rules and regulations.
  • Apply the principles of good engineering practices, and pollution prevention in evaluating site acceptability and existing facility operation.
  • Review and prepare technical evaluations based on good engineering practices.
  • Perform engineering site inspections, as necessary, in support of reviews and evaluations. Produce requests for additional information, if required, and permits/documents that are technically correct, clear, understandable, and consistent with prescribed rules and Department guidance and procedures.
  • Write requests for additional information and permits/waste cleanup documents within time frames provided in Department rules, guidance, and procedures.
  • Work towards achieving Permitting and Waste Cleanup program metrics.
  • Ensure that the data entry corresponding to all assigned projects is entered into the department's databases and Oculus timely and appropriately, consistent with standard operating procedures.
  • Provide technical guidance to consulting engineers, municipal officials, and others interested in applying for a permit.
  • Provide technical assistance to Compliance Assurance Program.
  • Initiate waste cleanup enforcement action (if assigned).
  • Provide regulatory assistance, such as outreach, permitting determinations and exemptions, to permittee and/or company representatives, other FDEP programs (including the Power Plant Siting Office and the Power Plant NPDES Program), delegated local programs, and other interested parties.
  • Perform other related duties as required.

Required Knowledge, Skills, and Abilities include:

  • Ability to use engineering equipment and/or instruments.
  • Skilled in analysis and interpretation of engineering design, calculations, and data.
  • Ability to understand and apply applicable rules, regulations, policies, and procedures.
  • Ability to monitor and inspect engineering projects.
  • Knowledge of the terminology and principles of state and federal environmental regulations.
  • Ability to establish and maintain effective working relationships with others.
  • Strong communication, both verbally and in writing.
  • Ability to interact with customers in a tactful and courteous manner.
  • Ability to plan, organize and coordinate work assignments to meet district, program, and department goals.
  • Ability to train and mentor.
  • Ability to work independently.
  • Ability to employ critical thinking to solve problems and improve procedures.
  • Ability to work under pressure.
  • Ability to provide presentations for internal and external customers.

Minimum Qualifications include:

  • At least 4 years of verifiable related experience. Post-secondary degrees may be used as an alternative for the required years of experience on a year-for-year basis. A credential evaluation report from an approved agency must be submitted along with all foreign degrees.
  • Maintain a valid Class E Driver License.
  • The ability to successfully complete a Level 2 State and National criminal history background check.
  • Required to travel.

This position is designated as a Position of Special Trust in accordance with DEP Directive 422, Positions of Special Trust or Responsibility. Successful completion of background screening will be required for this position.

Pay: $48,946.96 annually.
