This is a highly responsible position in Florida Department of Health in Broward County, Division of Communicable Diseases. This is a Human Services Program Specialist position assigned to the HIV/AIDS Program working in Early Intervention Services. This position is supervised by the Health Manager-SES. The primary responsibilities of this position include providing technical assistance and quality assurance services to registered HIV test sites and management of HIV/AIDS counseling and testing services. The position requires advanced levels of knowledge of data collection and analysis, management principles and practices.
Participates in quality improvement activities, including assisting the HIV/AIDS and Hepatitis section of the Florida Department of Health with quality improvement and technical assistance site visits by performing technical assistance visits to County Health Department sites and registered test sites in Broward County. Collaborates with team members and program staff in the Communicable Disease Division; TB, Epidemiology and Surveillance, Hepatitis, Contact Management, PROACT.
Responsible for registration of new HIV testing sites, annual memorandums of agreement (MOAs) and annual reregistration compliance of existing HIV testing sites. Provides technical assistance, guidance, and training to community providers as it relates to HIV testing technologies, forms, policy development, and site registration and use of CTLS (Counseling Testing and Linkage System).
Ensures an effective training system exists in Broward County. Provides training to community providers and Health Department staff including 500, 501, 501 Updates, and Train-the-Trainer as well as any other training regarding counseling and testing, lab and reporting forms or data systems deemed necessary. Evaluates area training program and takes steps as needed to ensure accessibility, availability, and standardization. Ensures all area trainers meet the requirements of the TAG: 345-17-12.
Incumbent is responsible for serving as the liaison to all area HIV/AIDS prevention programs to ensure compliance with Florida statutes. Evaluates area counseling, testing and linkage program by requesting and reviewing HIV testing data on a regular basis ensuring that all sites are in compliance with policies and procedures and are meeting post-test counseling goals.
Responsible for providing testing technical assistance to all DOH and CDC HIV grant funded agencies. Technical assistance includes program planning, quality assurance as related to grant deliverables, client satisfaction, and assistance in maintaining adherence to provisions of the MOAs with the Florida Department of Health in Broward County. Serves as the liaison to all area HIV/AIDS prevention programs to ensure compliance with Florida statutes. Evaluates area counseling, testing and linkage program by requesting and reviewing HIV testing data on a regular basis.
Attends statewide Early Intervention Consultant (EIC) meetings, participates in all EIC calls and workgroups. Attends meetings, in-service trainings, and conferences as requested and as required. Keeps abreast of current practices and issues related to counseling, testing and linkage to care at the local, state, and national levels.
Assist in the planning, coordination and evaluation of testing related events including, National HIV Testing Day, World AIDS Days, and National HIV days of observance.
Responsible for the inventory of all counseling and testing supplies and related prevention materials.
