District Ps&e Engineer- Turnpike Enterprise- Transportation Development-Program Management-Design

This position will contribute to the agency by directing the daily activities and ensure compliance in the production and compilation of all final contract plans, specifications, and estimates (PS&E) packages.

Supervise and direct the overall daily activities and ensure compliance in the production and compilation of all final contract Plans, Specifications, and Estimates (PS&E) packages. Plan workloads, workflows, deadlines, objectives, and time utilization with employees. Evaluate, train, and motivate subordinate employees to improve quality and quantity of work performed. Provide support in resolving problems, establishing work, and scheduling priority deadlines. Communicate on a regular basis with employees both individually and in staff meetings to provide feedback and motivation.

Supervise staff in the development of detailed cost estimates for construction as well as estimates to support the District Work Program. Review and/or oversee the review of cost estimates at all phases to maintain the integrity of the District Work Program. Provide guidance to district staff in performing quality assurance of the plans and specifications and their relationship to the cost of the project. Supervise the district estimates staff in the training of district personnel as required.

Assist as needed and provide support to the district work program management unit. This can involve support in the scope development program, project schedules, district performance reporting, and the development, coordination and maintenance of the districts work program. This can also involve assisting project management staff in processing project related requests.

Supervise staff to ensure that specifications in the final PS&E package are complete and in compliance with the Specifications Handbook, policies, and procedures. Supervise District Specifications staff in training of other District personnel as required.

Serve as the District's point of contact for the Central Office Plans Processing Unit and the District Professional Services Office. Provide necessary technical input to develop a consistency of design in accordance with Florida Department of Transportation (FDOT) policies and procedures. Responsible for coordinating with project managers to resolve deficiencies in the plans and specifications. Develop and recommend procedures for improving the quality of plans and specifications prepared for the district. This includes the systematic monitoring and reporting of deficiencies during the design phases, methods to incorporate the latest design features, and resolution of construction problem trends. Recommend remedies to improve PS&E quality by avoiding historical design errors which have resulted in excessive supplemental agreements.

Ensure awareness of changes to criteria, policies, and procedures as set by the FDOT and the Federal Highway Administration with an emphasis on PS&E processes. Ensure dissemination of changes to criteria, policies, and procedures and advise in the interpretation of these changes with in-house staff and consultants. Recommend changes as required to improve performance.

Serve as the District Quality Initiatives Manager. Ensure that projects are audited on a regular basis and provide reporting to Management on trends and concerns. Supervise staff to ensure that audits are consistent throughout the district.

Serve as a member of Technical Review Committees, including reviewing and evaluation of proposals.

The successful candidate will have the following required knowledge, skills, and abilities:

Knowledge of:

  • project engineering, concepts, terminology, and development process of transportation projects
  • scopes development for transportation projects
  • the Florida Department of Transportation (FDOT) Work Program
  • the principles and techniques of effective communication
  • management principles and practices
  • Geographic Information System (GIS)
  • production scheduling system
  • the specification standards and practices used by FDOT
  • FDOT plans processing

Skills in:

  • Microsoft Office, including Word, Excel, and PowerPoint

Ability to:

  • write technical aspects of transportation project scopes
  • determine work priorities, assign work, and ensure proper completion of work assignments
  • understand and apply applicable rules, regulations, policies, and procedures
  • coach, supervise, counsel, direct, and manage direct reports
  • establish and maintain effective working relationships
  • communicate engineering information effectively verbally and in writing
