Human Services Program Analyst

This position functions as the Prevention and Training Consultant (PTC) in the HIV Program. This position requires knowledge of high impact prevention strategies, and the ability to collect, compile, and analyze data. Requires independent judgment, initiative, applying general knowledge of business practices and skill in applying instructions to accomplish various job functions. The incumbent is responsible for implementing and maintaining a routine HIV testing program by identifying, recruiting and educating external clinical providers and community partners in Area 15 (Indian River, Martin, Okeechobee, and St. Lucie Counties). The incumbent will provide education on HIV/STD/hepatitis testing and associated processes and public health and specific HIV/AIDS programs (Linkage to Care, prevention services, patient care services) to these external partners. The incumbent will organize and participate in HIV/STD/hepatitis outreaches including conducting individual counseling and testing. The incumbent will work under the supervisor of the Public Health Services Manager- B-SES.

Prevention and Training Consultant (PTC): Ensures sufficient delivery of high-impact prevention activities, interventions, and/or strategies targeting HIV-infected and high-risk negative priority populations based on local priorities and resources. Provides capacity-building assistance (CBA) to local community-based organizations. Ensures condoms are available and readily accessible to all high-risk populations in assigned the area. Establishes positive collaboration with other DOH programmatic staff in the area of Disease Control. Assists the Early Intervention Consultant in ensuring testing is available and readily accessible to all high-risk populations in assigned area. Responsible for developing, and maintaining an active, consistent outreach plan and calendar/schedules for targeted outreach to high-risk identified populations and zip codes regarding HIV/STD/hepatitis counseling and testing, Linkage to Care, HIV prevention and awareness services, routine HIV testing, PrEP and PEP via collaboration with various organizations, community vendors/stores, and medical providers within Area 15. Proactively build strategic and effective community outreach via community health fairs, community events, venue-based outreach, street outreach and outreach to CBOs. Ensures that all services are provided in a culturally competent way. Coordinates and/or directly provides HIV/STD/hepatitis counseling and testing with the current preferred method and following all FDOH policies and procedures to clients within Area 15. Utilizes state and county vehicles to attend outreaches and see clients. Acts a primary source of contact among staff and outside entities for outreach activities; delegates duty of outreach lead as needed. Ensures staff is trained on outreach duties and expectations as a lead and participant. Maintains outreach logs, incentive log and monthly reports. Maintains outreach incentives and supplies are restocked as applicable. Develop, route for approval, and distribute educational materials and promotion of events related to HIV prevention for individuals or groups at risk, health care providers and community agencies. Includes social marketing in outreach plans to influence target populations as needed. Participates on ≥90% PTC calls, workgroups, and meetings. Complete and submit PTC Annual Work plan, and Quarterly Reports by the deadline. Maintains adequate quality control documentation related to incentives, promotional items, and literature. Encourages use of the local and statewide review process; Condom distribution and quarterly distribution reports; Training and capacity building Routine Testing: Identifying potential HIV/AIDS Testing and Prevention partners, recruiting, training, and providing technical assistance and support to community clinical providers (satellite, walk-in, urgent care, hospital emergency departments, medical clinics, CHDs) within Area 15. The incumbent will also facilitate partnerships with non-clinical organizations (CBOs, businesses, shelters, food pantries, parks, colleges, faith and business-based organizations) for HIV prevention. Key responsibilities: + Act as liaison between clinical HIV counseling and testing providers selected based on state guidelines. + Provide technical assistance to existing and potential test sites. + Ensure compliance with policies and procedures and post-test counseling goals. + Maintain quality control documentation. + Create and renew memorandums of agreement (MOAs) with qualified partners. HIV Training: Obtains and/or maintain status as a HIV Testing & Counseling Trainer + Conduct HIV 500/501 HIV-AIDS Testing & Counseling courses, 501 training updates and HIV device training for CHDs, non-clinical sites, and CBOs. + Maintain documentation and logs for training sessions. + Organize rapid HIV testing and other applicable trainings. + Ensure trainees meet certification and post-test counseling standards Other Duties: Records, certifies, and submits EARs, CSRs, and timesheets per DOH policy within specified policy time frames. Participates in department, local/statewide, training, staff, and unit meetings. Performs other related duties as assigned or when required. Administrative duties including, but not limited to, prepare and maintain timely and accurate records including work plans and submit all necessary reports on time according to program guidelines and requirements. Maintain professional working relationships with other departments, agencies, and community members. Maintains client confidentiality and security in accordance DOHP50-10-10 Information Security & Privacy Policy Confidential Information. Ensures the accuracy and completion of HIV/STD counseling and testing forms per state guidelines. Submits logs, final list of responsive external providers, businesses, organizations/venues and monthly monitoring report of visits to immediate supervisor.

Required Knowledge, Skills, and Abilities: Knowledge of HIV disease process, treatment, prevention measures, testing and counseling. Knowledge of public health systems. Knowledge of varied social, economic, cultural, and lifestyle characteristics. Knowledge of Community Based Organizations (CBO's) and local HIV/AIDS organizations. Skill as a phlebotomist or willing to become a certified phlebotomist within 6 months of hire Skills in professional and interpersonal interactions with health care clients, health care providers and others who impact HIV/STD prevention and control efforts. Skills to complete interviews to elicit sensitive information from clients. Skills in effective communications including social media. Ability to complete HIV500/501, STD, Outreach, HMS, CAREWare, STARS, Linkage to Care (ARTAS), and Disease Intervention Specialist training and use any system deemed necessary to accomplish program goals. Ability to educate stakeholders and staff in HIV/AIDS topics Ability to organize and manage time. Ability to plan, organize and facilitate community events. Ability to work in teams. Ability to plan and coordinate work assignments. Ability to use Microsoft Office (Word, PowerPoint, Excel, Outlook, Teams).

Qualifications: Minimum: + Willing to serve in special needs shelter during hurricane season and/or any other emergency duties involving natural and/or man-made emergency. + Must have a valid FL Driver's license or the ability to obtain one within 30 days of hire + A certified phlebotomist or willing to become one within 6 months of hire. + Willing to periodically work before and/or after work hours, including weekend to organize and participate in outreach evens and community presentations Preferred: + Experience organizing community outreaches and conducting educational presentations. + Experience working as lead team. + Willing to travel out of county, into varied socioeconomic neighborhoods, out of county travel, 25-50% of time per week. + Experience organizing community events related to STD/HIV prevention. + Experience in marketing, sales, and/or reaching out to facilities/organization to provide them information. + Associate degree or equivalent relevant work experience in a healthcare or human services field preferred. + Experience working with marginalized, low income and disenfranchised communities. + Certified phlebotomist and/or trained phlebotomist. + Bilingual Spanish and/or Creole preferred + Experience in a Lead Role + Experience performing Quality Assurance, performing file reviews, record evaluation, and inputting data into tracking databases, and/or record evaluation.
