Human Services Program Specialist

The incumbent reports directly to the Senior Human Services Program Manager. Primary function of this position is to serve as the Vendor Manager for the Hillsborough County Woman, Infant and Children (WIC) Program. This position ensures that all participating stores comply to all WIC regulations, policies and procedures set forth in DHM 150-24. Handles all Social Media Investigations and completes all required documentation to report back to the state office. This position is a member of the WIC Administrative Team which includes quality improvement functions, assists in providing administrative support, data collection, analysis, and maintenance of required spreadsheets. Adheres to all WIC regulations, policies and procedures set forth in DHM 150-24 and other guides/manuals designated for the position. Instructs vendors and participants on WIC redemption procedures, rights and obligations, program procedures, vendor/participant concerns. Responsible for WIC Asset physical inventory and submission of report. Travel and current Florida Driver's License is required

Responsibilities include:

  • This position works independently to handle all aspects of WIC vendor management for all WIC approved stores in Hillsborough County.
  • Communicating with prospective vendors about the requirements to obtain approval as a vendor to include assisting vendors with applications.
  • Conducts vendor site inspections and audits by traveling throughout Hillsborough County visiting grocery stores to assess compliance with WIC rules and regulations.
  • Managing\conducting undercover investigations and obtaining current food prices.
  • Provide vendor meetings and trainings, manage vendor files and works with the agency attorney to prepare cases for alleged fraud and abuse.
  • Provides regular updates of participating vendors to WIC staff and training on any updates to rules, regulations, and policies.
  • Serves as a resource to WIC staff WIC Social Media Issues.
  • Complies data and investigates client fraud/abuse. Creates report and coordinates with WIC clinic supervisor to review findings with client. Ensures all reporting is submitted to state WIC office in accordance to timelines and procedures.
  • Participates on monthly conference calls and provides staff with updates.
  • Handles client and vendor complaints and ensures complete resolutions.
  • Documents, maintains a database, completes reports. Presents information to management monthly and as requested.
  • Completes an annual WIC Asset inventory report.
  • Will successfully complete all required trainings by agency timelines.

Required Knowledge, Skills & Abilities:

  • Effective verbal/written communication and telephone etiquette skills.
  • Knowledge of local, state, and federal WIC Program policies and Procedures.
  • Computer skills: thorough knowledge, skills and ability to use Excel, Word, Outlook, MS Teams.
  • Fl Wise System

Minimum Qualifications:

  • At least 2 years of experience in customer service
  • Current/active Florida Driver's License
  • Knowledge Microsoft Word and Excel.

Preferred Qualifications:

  • Bilingual Spanish/English
  • 2 years of Knowledge of local, state and federal WIC Program policies and procedures and Fl Wise
