Government Operations Consultant II

This position is located in Tallahassee, FL and is in the Division of Environmental Assessment and Restoration's Laboratory Scientific Support Services Program. The Government Operations Consultant II, 37010297, is responsible for complex administrative tasks dealing with budget, contract management, purchasing, property control and other major laboratory functions. This position is instrumental in keeping the Laboratory running efficiently.

Position responsibilities include:

  • Financial management within the DEAR Laboratory Programs
  • Developing and maintaining customized tracking tools to record, assess and project expenditures for the Programs
  • Analyzing fiscal data to identify and anticipate problems
  • Representing the Laboratories in working with the Bureau of Budget and Planning
  • Managing contracts for laboratory programs
  • Overseeing all purchasing activities of the Laboratory Programs
  • Monitoring the Programs' administrative support activities, identifying problems and proposing solutions

Required knowledge, skills, and abilities include:

  • Knowledge of state purchasing rules and requirements
  • Knowledge of software packages for the generation of documents; spreadsheets and information management (specifically MS Excel, MS Word, Adobe Acrobat Professional)
  • Ability to prepare management and technical reports
  • Ability to use computers and related hardware
  • Ability to understand and follow policy direction and rules applicable to purchasing and administrative requirements
  • Ability to deal with the public in a tactful and courteous manner
  • Ability to work independently
  • Ability to plan, organize and coordinate work assignments
  • Ability to communicate effectively both verbally and in writing
  • Ability to establish and maintain effective working relationships with others
  • Ability to utilize problem-solving techniques

Minimum qualifications include five years of verifiable related experience in budget management. Post-secondary degrees may be used as an alternative for the required years of experience on a year-for-year basis. A credential evaluation report from an approved agency must be submitted along with all foreign degrees.
