Government Operations Consultant II

This is a professional position located within the Bureau of Preparedness and Response, Administrative Preparedness Section, Procurement Unit. The position will report directly to the Procurement Unit Manager and is responsible for the procurement of goods and services for the Bureau and ESF8 using My Florida Market Place tools and/or a Purchasing Card, in accordance with State and DOH procurement policies and procedures. This position will work closely with Programs, Purchasing, and Finance and Accounting, and may work with the Division of Emergency Management, and contractors during ESF8 activations or on FEMA Recovery tasks. This position is responsible for approving and clearing P-Card charges for the Bureau. This position is not eligible for teleworking at this time. This position works in a cubicle environment. This position is required to respond to emergencies.

Required Knowledge, Skills, and Abilities:

  • Knowledge of the methods of data collection and analysis.
  • Knowledge of the principles and techniques of effective communication.
  • Ability to collect, evaluate and analyze data to develop alternative recommendations, solve problems, document work flow and other activities relating to the improvement of operational and management practices.
  • Ability to organize data into logical format for presentation in reports, documents, and other written materials.
  • Ability to conduct fact-finding research.
  • Ability to utilize problem-solving techniques.
  • Ability to understand and apply applicable rules, regulations, policies, and procedures relating to operational and management analysis activities.
  • Ability to plan, organize and coordinate work assignments.
  • Ability to communicate effectively.
  • Ability to establish and maintain effective working relationships with others.

Qualifications:

Preferred - Florida Certified Contract Manager (FCCM) certification is preferred but not required.
