Your Specific Responsibilities:
- Plan, facilitate, and assist in the negotiation of agreement changes, amendments, coordinate the development of cost and price analysis, conduct agreement and file post-audits and closeout, complete the agreement checklists, facilitate findings of fact and resolve agreement disputes. Update tracking systems and maintain agreement logs in accordance with CDBG-DR program and department policy and procedures and to ensure compliance with applicable statutory requirements.
- Develop economic development program goals and objectives, identifying resources, interpreting statutes and rules, and providing technical and administrative assistance. Participate, as needed, in the development and revision of contract and grant related policies and procedures.
- Facilitate the administration of CDBG program agreements including contract and grant agreements, interagency agreements, data sharing agreements and memoranda of understanding. Perform preliminary document reviews, facilitate the establishment and tracking of agreements through the department review and approval process, which includes the coordination of the agreement review and approval from other department offices (General Counsel, Office of Financial Management, Office of Budget Management, and Executive Leadership).
- Prepare a risk analysis and, if required, a monitoring plan for each assigned sub-grant. The employee monitors the progress of all assigned sub-grants through phone calls and email to representatives of the sub-grant recipients and through on-site visits to the communities. A detailed report is completed following each monitoring visit.
- Responsible for reviewing and processing all correspondence, payment requests, citizen complaints, conflicts of interest, contract modifications, wage decision requests, policies and procedures, contractor clearances, plans and specifications packages, procurement documents, waiver requests, and closeout requests to ensure compliance with federal and state requirements.
- Reviews all sub-grant applications submitted by the local governments within the employee's assigned area of responsibility and prepares contract award documents.
- Maintains all files on the contracts from execution to final closeout. The employee is responsible for entering data into the grant tracking system for each assigned contract.
- Provides technical assistance to local governments and their consultants in the employee's assigned area. If the employee is designated as a subject matter specialist on a specific topic, the employee provides technical assistance, as needed, to all recipients on this topic.
- Participates in the development and implementation of training workshops and webinars for local governments and their consultants.
Required Knowledge, Skills, and Abilities:
- Knowledge and experience in state purchasing procedures.
- Experience in developing, administering and monitoring state and/or federal grants and contracts.
- Ability to coordinate and manage programs and activities with other government, business and industry partners.
- Knowledge based on providing services for economic development and monitoring results and performing corrective actions.
- Ability to interpret statutes, administrative rules and federal regulations and explain these requirements.
- Ability to demonstrate adaptability and flexibility and handle multiple tasks.
- Ability to work independently and exercise sound judgment while representing the Department's best interest.
- Excellent verbal and written communication skills.

- Ability to meet deadlines without sacrificing accuracy, customer service or ethics.
- Ability to conduct research and provide reports and analyses as required.

- Ability to create spreadsheets in Microsoft Excel, prepare documents in Microsoft Word and create PowerPoint presentations.

Qualifications:
As a condition of pre-employment eligibility, a Level 2 security background screening is required, which consists of fingerprinting and a check of local, state, and national law enforcement records.
Pay: $61,000 to $66,000 Annually

The Work You Will Do:
The incumbent is responsible for direct management of federal HUD grant funding received by Long-Term Resiliency for use in implementing Long-Term Resiliency- Workforce Affordable Housing Program, Hermine/Matthew Program and HMGP Match Program. The incumbent is responsible for developing documentation and recommendations for: program design, program policies and procedures, program guidelines, and program implementation.
