Government Operations Consultant III

This is a professional career service position located in the Division of Early Learning (DEL) in the Financial Administration and Budget Services (FABS) unit. The incumbent in this position will serve as a grants manager coordinating grant agreements and grant agreement deliverables, and processing invoices. This position reports directly to the Grants Management Supervisor over the grant management unit.

Duties & Responsibilities:

  • Manages Grant Agreements, Budget Reports, and Expenditure Reports for regional delivery of early learning programs, including but not limited to School Readiness (SR) and Voluntary Prekindergarten (VPK).
  • Ensures Grant Agreement deliverables are met and documented, and Early Learning Coalitions are provided technical assistance and training on Grant Agreement deliverables.
  • Monitors and interprets federal and state regulations governing expenditures, cost principles, contracts, and administration of early learning programs, including but not limited to SR and VPK, and applies those statutes and regulations to ensure funds are properly expended.
  • Reviews and processes invoices, monitors adherence to mandated targets and restrictions, reports on funding utilization, and updates expenditure workbooks to ensure expenditures are allowable, within Other Cost Accumulator (OCA) allocations, and compliant with federal and state regulations.
  • Provides technical assistance and guidance on spending plans, budgets by OCA, allowable costs, cost allocation plans, and related financial requirements of the SR and VPK programs to local Early Learning Coalitions, their partners, respective contractors or other contractors, sub-recipients and vendors as assigned.
  • Notifies Early Learning Coalitions of non-compliance, reviews corrective action plans, and follows up on corrective actions based on management of grant agreements.
  • Perform other duties as assigned.

Knowledge, Skills and Abilities:

  • Ability to use Microsoft Office (Excel, Word and Outlook, PowerPoint).
  • Knowledge of Florida Accountability Contract Tracking System (FACTS).
  • Knowledge of the methods of data collection and analysis.
  • Knowledge of basic management and accounting principles and practices
  • Ability to collect, evaluate and analyze data and develop recommendations; solve problems, document workflow and other activities relating to the improvement of fiscal operational and management practices.
  • Ability to organize data into logical format for presentation in reports, documents, and other written materials.
  • Ability to conduct fact-finding research.
  • Ability to utilize problem-solving techniques.
  • Ability to work independently.
  • Ability to understand and apply applicable rules, regulations, policies, and procedures relating to operational and management analysis activities.
  • Ability to plan, organize and coordinate work assignments.
  • Ability to facilitate training and meetings.
  • Ability to analyze effectiveness of service programs and identify and facilitate adjustments needed to meet needs and program requirements.
  • Ability to work collaboratively with Florida's Division of Early Learning staff, other field representatives, local Early Learning Coalitions, sub-contractors, service providers, and service recipients to carry out continuous quality improvement practices.

Minimum Qualifications:

  • High school diploma
  • At least 2 years of related work experience, preferably in contract management, business, project management or experience in a related field.

Preferred Qualifications:

  • Preferences will be given to:
  • Have a valid Florida Certified Contract Manager (FCCM) certification.
  • Two (2) years of Contract Management Experience
