Operations Lead

The first phase of the Australia-Indonesia Partnership for Health Transformation (KITA SEHAT) is a four-year, approximately A$50 million investment by the Australian Department of Foreign Affairs and Trade (DFAT) to work in partnership with the Government of Indonesia (GoI) to advance Indonesia's human and animal health agendas in identified areas of high priority. Building on elements from the previous phases of Australia's assistance in health sector, including the Australia Indonesia Health Security Partnership (AIHSP), KITA SEHAT will continue to support health security and related systems strengthening in the human health and animal health sectors, while renewing Australia's support for primary health care in line with Indonesia's health transformation agenda. The program will operate across the national level and selected subnational locations, providing strategic advice on policy, governance and service delivery approaches, with a strong alignment with areas where Australia can make distinctive contributions. KITA SEHAT will work through a range of mechanisms including technical assistance, public sector partnership, implementation, research CSO/NGO grants and will coordinate with UN agencies and other development partners to ensure complementarity and avoid duplication.

Gender equality, disability equity and social inclusion (GEDSI) and climate resilience will be a strong focus of the program and will be integral to achieving national health goals.

The program's long-term goal will be guided by four end of program outcomes (EOPOs):

  • Primary health care policy and governance – national and selected subnational authorities have adopted improved primary health policies, service delivery approaches and governance arrangements.
  • Primary health services – selected subnational authorities have improved the quality of and access to primary health services with a focus on stunting prevention and the inclusion of women, people with disability and other marginalized groups.
  • Health system enablers – national and selected subnational authorities have enhanced core workforce capabilities in critical human and animal health system enabling functions.
  • Health security – national and selected subnational authorities have increased capacity for health security and animal health policy development, strategic planning and the assessment, mitigation and management of acute and emerging health threats.

The KITA SEHAT Operations Lead will be responsible for ensuring the overall quality and effectiveness of program operations, supporting the smooth, compliant, and efficient delivery of the program. This role encompasses strategic operations, financial and risk management, compliance, human resources, procurement and grants administration, IT, logistics and broader operational coordination support, and overall delivery support. The role will form part of the program's senior leadership team to ensure that all program functions receive high quality and professional operations support, while also streamlining important policies and procedures across the whole team. The Operations Lead will oversee operations and finance in the national and subnational program offices and will provide centralised support and guidance to the respective office teams. Reporting to the KITA SEHAT Team Leader and working in close coordination with the DT Global's corporate team—including the Contractor Representative, Program Manager, and Project Support Officer—the Operations Lead is accountable for ensuring that all operational activities align with DT Global and DFAT policies, values, and performance standards. The role also plays a critical part in strategic risk mitigation and promoting operational excellence across the program, managing, mentoring and supervising the Operations Team.

Operational Strategy and Management

  • Oversee implementation of operational systems and procedures to support program delivery, including regular reviews and updates to the Operations Manual which covers procedures for financial management, procurement, grants, and sub-contracting systems, human resources, management information systems, safeguarding, WHS, security, assets, and all other requirements necessary.
  • Translate program strategy into operational plans, timelines, and resource needs.
  • Coordinate closely with the KITA SEHAT Team Leader and technical leads to align operations with strategic goals.
  • Ensure all operational activities comply with DFAT and DT Global policies, standards and requirements.
  • Develop, maintain, and enhance project management processes for KITA SEHAT, supporting the Team Leader, Leads, and the broader team to effectively track activity implementation and ensure the resource allocation and reporting requirements.

Financial Oversight and Budgeting

  • Manage the life of the program budget, forecasting, financial reporting and expenditure tracking.
  • Ensure accurate monthly and quarterly financial forecasts are provided in a timely manner.
  • Support the KITA SEHAT Team Leader and Leads in developing, monitoring, and managing the Program's work plan budgets in line with head contract limits, or agreed funding envelopes, and aligning with the Performance Assessment Framework.
  • Ensure compliance with DFAT financial policies, value-for-money principles, and Australian aid effectiveness standards.
  • Develop, review, and oversee contracts, grants, and payment mechanisms to partners and service providers.
  • In collaboration with other teams, assist with the resolution of any expenditure issues.

Procurement, Grant, and Contract Management

  • Lead procurement, grant planning and execution in line with Australia's Commonwealth Procurement Rules, Commonwealth Grant Rules and Principles, value-for-money principles, and KITA SEHAT/DT Global policies.
  • Ensure transparent and competitive processes for acquisition of goods and services.
  • Oversee contract negotiations, compliance monitoring, and performance reviews for grantees, suppliers and subcontractors.

Risk Management and Compliance

  • Design, review and improve KITA SEHAT Program's safeguarding systems to comply and align with DFAT and DT Global's policies and procedures (including but not limited to fraud control, safeguarding, Work Health and Safety, workplace behaviour policies).
  • Manage all risk incidents identified within the Program, ensuring timely reporting to DT Global and DFAT, and investigation and resolution in line with corporate policies. This includes program implementation risks including, but not limited to, WHS, fraud, child protection and sexual harassment.
  • Maintain and update the Program's risk register, alert KITA SEHAT Team Leader and Leads in mitigating and managing risks.
  • Design and manage internal control systems and responsible to support the KITA SEHAT Team Leader in responding to audit findings or financial or operational-related reviews.

Human Resources (People and Culture) Management

  • Oversee recruitment, onboarding, performance management, and compliance with local labour laws and DFAT standards (e.g., child protection, gender equality and disability inclusion, locally led development).
  • Manage team culture and operational effectiveness.
  • Provide strategic direction and leadership to Finance, HR, Grants and Procurement, IT units for their day-to-day activities.
  • Provide strategic direction and leadership for all internal and external audits and ensure any agreed recommendations are implemented in a timely manner.
  • Work with DT Global's corporate team, KITA SEHAT Team Leader and Leads to coordinate and deliver quality program reports in a timely manner.
  • Provide strategic and technical input, and quality assurance, to reports developed by the Operations Team.
  • Provide leadership to the Operations Team to ensure Program activities are undertaken as per work plan, on time, of good quality, within budget and compliant with relevant manuals, policies and procedures.
  • Responsible for setting performance goals for Operations Team both at team and individual level; undertake regular performance monitoring; provide appropriate performance feedback; and, if needed, initiate and manage the Performance Improvement Plan for relevant team members.
  • Coordinate skill development and mentoring plans with the Operations Team to build capacity in areas of identified need to support improved Program implementation.

Logistics, Administration, and Security

  • Ensure robust administrative systems (e.g., office management, asset control, logistics, and IT support).
  • Manage staff safety and security protocols, especially in remote/regional areas.
  • Ensure travel and event logistics for technical and program staff are well managed.

Selection Criteria

Essential

  • Relevant tertiary qualifications in business management or similar.
