SKALA Program Minimum Service Standard Strengthening Coordinator

The SKALA Program is a significant Australian investment designed to help Indonesia address regional disparities in development. SKALA will contribute to this objective by strengthening selected elements of Indonesia's large and complex decentralised government system responsible for the delivery of basic services (Layanan Dasar). The SKALA Program's core approach is to facilitate better collaboration (Kolaborasi) between Indonesian government stakeholders, at national and subnational levels, to help realise synergies (Sinergi) that will trigger improved service delivery. Moreover, SKALA will build on, and take to scale, the successes and learning from Australia's previous 19 years of support to Indonesia's decentralised government system. The SKALA Program is to be implemented through the following three pillars:

• Stronger national level enabling environment for sub-national service delivery.

• Better sub-national governance for service delivery.

• Greater participation, representation and influence for women, people with disabilities and vulnerable groups.

SKALA is implemented at the national level with an office in Jakarta and at the subnational level with offices in Aceh, Nusa Tenggara Barat, Nusa Tenggara Timur, Maluku, Gorontalo, Kalimantan Utara, Tanah Papua. The Minimum Service Standard (MSS) Strengthening Coordinator supports the PFM & MSS Unit in Jakarta, working closely with the PFM & MSS Lead, MSS Strengthening Senior Manager, and MSS Strengthening Manager. The Coordinator is responsible for facilitating day-to-day coordination of MSS-related activities across national and provincial levels. The role provides technical and coordination support to ensure that MSS planning and implementation — whether initiated by national or provincial teams — are well aligned, effective, and compliant with SKALA standards.

The Coordinator works across the program to support planning, monitoring, and reporting of MSS activities, ensuring timely information flow between the Jakarta-based PFM & MSS team, SKALA's provincial offices, and key Government of Indonesia and DFAT counterparts.

Specific Responsibilities

Engagement and Coordination

  • Support coordination and communication between the PFM & MSS unit in Jakarta and SKALA's provincial implementation teams to ensure aligned MSS planning and implementation.
  • Provide coordination and administrative support to the Senior Manager and Manager MSS Strengthening in managing day-to-day activities and follow-up actions.
  • Assist in preparing materials, briefs, and documentation for meetings with GoI partners, DFAT, and other stakeholders.
  • Facilitate coordination across thematic areas (PFM, GEDSI, Data & Analysis) and ensure integration of MSS with other workstreams.
  • Support preparation and delivery of MSS-related events, meetings, and technical discussions.

Implementation and Quality Assurance

  • Support implementation of MSS activities at both national and provincial levels in line with approved workplans and budgets.
  • Track progress and assist in consolidating updates, deliverables, and documentation from provincial teams.
  • Assist in quality checking activity outputs, ensuring consistency with SKALA's standards and technical guidance from the MSS Manager and Senior Manager.
  • Maintain clear documentation and records to ensure transparency and audit readiness.

Program Management and Reporting

  • Assist in preparing workplans, budgets, and forecasts for MSS activities in coordination with Operations & Finance.
  • Support financial and administrative documentation for MSS activities, ensuring compliance with SKALA procedures.
  • Compile regular progress summaries, inputs to reports, and knowledge products related to MSS implementation.
  • Coordinate inputs from provincial teams and ensure timely submission of progress data for reporting cycles (quarterly, six-monthly, annual).

Learning and Knowledge Sharing

  • Support data collection and reporting on MSS indicators in collaboration with the MERL & Performance team.
  • Document and share lessons learned, good practices, and success stories from MSS activities across provinces.
  • Support preparation of case studies, learning notes, and presentations for internal and external communication.

Operations and Compliance

  • Liaise with People & Culture, Finance, Procurement, and Event Support units to facilitate logistical, contractual, event coordination and financial processes for MSS activities.
  • Ensure all MSS-related activities comply with DT Global and DFAT policies on procurement, financial management, child protection, and safeguarding.
  • Support coordination of consultant assignments, including tracking deliverables, reviewing progress reports, and liaising with provincial implementation teams to ensure timely completion of outputs.
  • Maintain accurate records and documentation of consultant contracts, deliverables, and payments in line with SKALA procedures.

Other Duties

• Comply with DFAT, DT Global and SKALA policies on gender, disability, fraud and anticorruption, child protection, PSEAH and the environment.

• Ensure compliance and adherence to various operational policies, guidelines and manuals issued by DT Global and SKALA.

Job Requirements

• Work environment involves only infrequent exposure to disagreeable elements and minor physical exertion and/or strain.

• Work may require long, and flexible hours as needed. Travel is based on need.

Relationship Management

The MSS Strengthening Coordinator reports to the PFM & MSS Lead, with day-to-day supervision from the MSS Strengthening Senior Manager and Manager. The role works closely with other Implementation units, SKALA's provincial teams, and the Operations & Finance, MERL & Performance, Knowledge Management & Partnership, and Governance & Quality units to ensure effective coordination and delivery of MSS activities.

The Coordinator also engages with Government of Indonesia counterparts — particularly MoHA, Bappenas, and MoF — as well as DFAT and other development partners to support alignment and information sharing across programs.

Selection Criteria

Essential

  • Bachelor's degree in public administration, public policy, economics, development studies, or relevant discipline.
  • At least five years' relevant experience in program coordination or implementation within governance, service delivery, or decentralisation programs.
  • Familiarity with Indonesia's Minimum Service Standards (Standar Pelayanan Minimal) and decentralisation framework.
  • Demonstrated ability to coordinate across multiple stakeholders and geographic locations.
  • Strong teamwork and interpersonal skills, with the ability to maintain productive working relationships across teams.
  • Proven ability to manage documentation, reporting, and compliance in a development program context.
  • Strong organisational, analytical, and communication skills (Bahasa Indonesia and English).
  • Commitment to inclusion, gender equality, and disability rights principles.

Preferred

  • Experience working with DFAT or other donor-funded programs.
  • Experience coordinating with provincial governments and understanding subnational governance systems.
  • Familiarity with MEL or data-driven reporting for development programs.
