Junior Data Services Specialist

The SKALA Program is a significant Australian investment designed to help Indonesia address regional disparities in development. SKALA will contribute to this objective by strengthening selected elements of Indonesia's large and complex decentralised government system responsible for the delivery of basic services (Layanan Dasar). The SKALA Program's core approach is to facilitate better collaboration between Indonesian government stakeholders, at national and subnational levels, to help realise synergies that will trigger improved service delivery. Moreover, SKALA will build on, and take to scale, the successes and learning from Australia's previous 19 years of support to Indonesia's decentralised government system. The SKALA Program is to be implemented through the following three pillars:

Pillar 1: Stronger national level enabling environment for sub-national service delivery.

Pillar 2: Better sub-national governance for service delivery.

Pillar 3: Greater participation, representation and influence for women, people with disabilities and vulnerable groups.

SKALA is implemented at the national level with an office in Jakarta and at the subnational level with offices in Aceh, Nusa Tenggara Barat, Nusa Tenggara Timur, Maluku, Gorontalo, Kalimantan Utara, Tanah Papua. In addition to the 3 pillars, SKALA works across 4 general themes of Public Financial Management, Minimum Service Standards, Data and Analysis and GEDSI.

The Junior Data Services Specialist will assist SKALA and provide technical assistance to its Government partners, particularly the Ministry of Home Affairs-Data Information Center (MoHA Pusdatin – Pusat Data dan Informasi), to support the integrated One-Data Services through various data management, including e-Database, Sistem Informasi Pemerintahan Daerah (SIPD-RI), and other Data Services of MoHA-Pusdatin. The Junior Data Services Specialist will also provide support and work with stakeholders within MoHA's directorates to optimize Data Management and implement One-Data solutions.

Specific Responsibilities:

  • Support the Design and implementation of Data Collection within the internal (Directorate) of MoHA
  • Support operating eDatabase and support developing one-data management strategies/solutions.
  • Provide support in developing Data services, SIPD-Hub and other MoHA-Pusdatin tools (Website, Video, and other media)
  • Provide support in developing comprehensive reporting solutions and dashboards
  • Other tasks as requested by SKALA.

Other Duties:

  • Comply with DFAT, DT Global and SKALA policies on gender, disability, fraud and anticorruption, child protection, PSEAH and the environment.
  • Ensure compliance and adherence to various operational policies, guidelines and manuals issued by DT Global and SKALA.

Job Requirements:

  • Work environment involves only infrequent exposure to disagreeable elements and minor physical exertion and/or strain.
  • Work may require long, and flexible hours as needed. Travel is based on need.

Deliverables:

  • Regular reports on support provided for Pusdatin Data Services, SIPD-Hub, and other Pusdatin-related data tools (Website, Video, and other media).
  • Technical support in Data Management and Data Interoperability of MoHA-Pusdatin program initiatives in supporting the GoI (Government of Indonesia) Program Priority
  • Documented support in facilitating training sessions, workshops, and other Data Services-related events

Relationship Management:

The role will be working closely with the Data and Analytics team and Government counterparts, under close coordination and reporting to the Data and Analytic Lead and in close coordination with The Data System Integration Governance Manager.

Selection Criteria:

Essential:

  • Bachelor's degree in Computer Science, Statistics, Mathematics, or other closely related field.
  • Minimum 3 (three) years of experience at the level of expertise required to carry out the main duties and responsibilities of this position, including data insight and data visualization.
  • Experience with Data Insight tools and Data Visualization; such as Tableau, is desirable.
  • Proven record of strong performance working in teams (teamwork) as well as working independently to deliver quality work.

Preferred:

  • Experienced working on community development projects involving government and development partners, especially related to social protection for people with disabilities. Have previous experience working with MoHA-Pusdatin (Ministry of Home Affairs) is preferred.
  • Have previous experience working with MoHA-Pusdatin (Ministry of Home Affairs) is preferred.
