Communications Support Consultant

The SKALA Program is a significant Australian investment designed to help Indonesia address regional disparities in development. SKALA will contribute to this objective by strengthening selected elements of Indonesia's large and complex decentralised government system responsible for the delivery of basic services (Layanan Dasar). The SKALA Program's core approach is to facilitate better collaboration (Kolaborasi) between Indonesian government stakeholders, at national and subnational levels, to help realise synergies (Sinergi) that will trigger improved service delivery. Moreover, SKALA will build on, and take to scale, the successes and learning from Australia's previous 19 years of support to Indonesia's decentralised government system. The SKALA Program is to be implemented through the following three pillars:

Pillar 1: Stronger national level enabling environment for sub-national service delivery.

Pillar 2: Better sub-national governance for service delivery.

Pillar 3: Greater participation, representation and influence for women, people with disabilities and vulnerable groups.

SKALA is implemented at the national level with an office in Jakarta and at the subnational level with offices in Aceh, Nusa Tenggara Barat, Nusa Tenggara Timur, Maluku, Gorontalo, Kalimantan Utara, Tanah Papua. In addition to the 3 pillars, SKALA works across 4 general themes of Public Financial Management, Minimum Service Standards, Data and Analysis and GEDSI.

The Communications Support Consultant will provide specialised, output-focused support to the Strategic Communications Unit, with a primary focus on photography, videography, and graphic design. The consultant will assist in producing visual content, multimedia materials, and digital assets that strengthen SKALA's communication delivery and ensure products are consistent, compliant, and visually compelling for target audiences.

This role provides additional capacity to meet the immediate visual communication needs during the high intensity of communication outputs at the end of Phase 1, while also supporting ongoing requirements as the program transitions into the next phase. The consultant will work closely with the Communications team and cross-functional units to deliver accurate, timely, and high-quality visual communication outputs.

Deliver high-quality visual communication materials (photography, videography, and graphic design assets) aligned with SKALA's communication priorities and workplan.

Plan, capture, and edit professional photo and video documentation of SKALA activities, including basic colour correction, sound enhancement, subtitling, and preparation of final export files in required formats.

Design and adapt multimedia communication products such as short videos, infographics, learning materials, digital presentations, and other visual assets for various platforms.

Support the management of SKALA's digital asset library by systematically organising, naming, tagging, and archiving files, and maintaining accurate metadata and consent documentation.

Liaise with Strategic Communications, Implementation, Procurement, and other relevant units to gather briefs, obtain timely inputs, verify content accuracy, and ensure consistency across visual communication deliverables.

Ensure all visual outputs comply with SKALA and DFAT communication standards, branding guidelines, ethical and inclusive storytelling principles, and safeguarding and compliance requirements.

Provide basic support for written communication needs—such as preparing simple event highlights, captions, or short summaries—on an as-needed basis.

Ensure full compliance with DFAT, DT Global, and SKALA policies related to gender, disability, fraud and anticorruption, child protection, PSEAH, and environmental safeguards.

Adhere to relevant operational policies, guidelines, and manuals issued by DT Global and SKALA.

Undertake other communication-related tasks as required to support the unit's workplan and organisational priorities.

Work environment involves only infrequent exposure to disagreeable elements and minor physical exertion and/or strain. Work may require long, and flexible hours as needed. Travel is based on need. Has own equipment for producing the deliverables (Etc. Laptop/PC with Programs needed, Camera, etc.)

High-quality visual communication materials (photos, videos, and graphic design assets) aligned with SKALA's messaging and standards. Edited photo and video products from assigned activities, ready for dissemination or publication. Organised and up-to-date digital asset folders, complete with metadata and consent documentation. Finalised communication products that meet SKALA and DFAT requirements for branding, content accuracy, and compliance.

The Communications Support Consultant will report to the Strategic Communications Lead and work closely with the broader Strategic Communications team. The role will also coordinate with the MEL Unit, GEDSI Unit, Provincial Implementation Teams, and other operational units with supervision of Strategic Communications team.

Minimum bachelor's degree in a relevant field (Communication, Visual Communication Design, Multimedia, Social Studies, Journalism, or a related discipline). Demonstrated experience and a portfolio of work in photography, videography, and graphic design. Proven ability to produce high-quality photography, video edits, and graphic design outputs. Proficiency in photography/videography and editing software (Adobe Premiere Pro, Lightroom, Photoshop, or equivalent). Knowledge of ethical communication practices, GEDSI-sensitive documentation, branding standards, and responsible data handling. Ability to work both independently and collaboratively in a fast-paced, multicultural environment. A creative portfolio demonstrating a range of communication and multimedia outputs.
