Summary:
This position supports the Delaware Public Service Commission's Pipeline Safety Inspection Program. The primary duties of this position are inspecting the operations (procedures and records) and construction activities of jurisdictional gas pipeline operators in the State of Delaware to ensure compliance with federal, state, and Commission Pipeline Safety and Underground Utility Damage Prevention rules and regulations. Much time will be spent out of the office using provided state vehicles to travel to these inspection sites. However, prior to conducting independent inspections, there is considerable training that must be undertaken. This training is paid for by USDOT PHMSA. Most of this training takes place at the USDOT PHMSA Training and Qualifications Center, Oklahoma City, OK, and each course lasts up to one-week in duration. There are Web based training (WBT) prerequisite courses, and six (6) basic gas inspector courses that must be successfully completed within the first three years of employment (or a six month Boot-camp). Beyond that, there will be specialized courses that must be taken to progress to advanced gas inspector, and these are also held in Oklahoma City, OK. There are approximately 27 Operators with 134 inspection units in Delaware plus pipeline construction sites. The federal program requires States to spend a minimum of 85 Inspection Person-Days per year per inspector inspecting these inspection units and various pipeline construction sites around the state. Our inspections are based on Title 49 Code of Federal Regulations Part 192 Transportation of Natural and Other Gas by Pipeline, and an Administrative Code section of Delaware Code. Pipeline Safety and Underground Utility Damage Prevention violations can result in levies of fines utilizing Warning letters, Notices of Probable Violations (NOPVs), Consent Agreements, and Consent Orders with final Public Service Commission approval all to enhance Public Safety.
