Project And Program Management Services Manager

The manager, Project And Program Management Services, directs the delivery of project and program management services (PPM) at the site or project and program level. It provides functional support to project and program management services, directs the development of PPM service sectors and supports the training and development of employees. The manager ensures the quality of PPM service sector deliverables, communicates important information related to the PPM service sector, supports quality assurance processes at the site or project and program level, and participates in audits to assess compliance with best practices and the quality management system of the PPM service sector. The position holder monitors and controls the entire delivery of services for client partner projects and programs, including by collecting, measuring and disseminating information on results, while tracking progress and evaluating overall program needs. At the head of a team of professionals, the position holder manages human resources responsibilities for the team, as well as the relationship with client partners. It designs creative solutions, fosters collaboration within the service sector and ensures the quality and timely delivery of deliverables.

Key Activities And Periodical Tasks Here is a representative but not exhaustive list of tasks and responsibilities related to the position:

  • Apply and promote project and program management principles in terms of good governance, team, stakeholders, value, systems thinking, leadership, adaptability, quality, complexity, risk, adaptability and change.
  • Direct the delivery of project management services in the performance areas of stakeholders, team, approach and development lifecycle, planning, project work, delivery, evaluation and uncertainty.
  • Direct the delivery of program management services in the program management activities (integration, communications, change, finance, information, procurement, quality, resources, risks, schedule and scope of work) at the site or project and program level.
  • Coordinate project and program planning and work with client partner representatives.
  • Support and/or lead business development activities, ensuring that PPM service sector activities are considered in responses to client partner requests.
  • Track team project and program skills, identify and formulate training needs and implement necessary training to meet delivery standards.
  • Ensure the dissemination and understanding of PPM service sector communications within project and program teams.
  • Provide information on the PPM service sector as part of service level agreements.
  • Evaluate, on request, the technical capabilities in PPM of job candidates.
  • Establish and maintain effective relationships within Construction Defence Canada as well as with the industry, client partners and stakeholders.
  • Ensure compliance with quality standards, in accordance with the expectations of the Corporation and client partners.
  • Assume human resources functions (e.g. coaching, supervision, mentoring, resource planning and performance management).

Other tasks

  • Integrate considerations related to other service sectors and security to ensure effective project and program planning.
  • Assist functional units in needs assessment and resource planning.
  • Participate in national and regional service sector initiatives.
  • Organize training at the site and regional and national levels.
  • Perform other duties as required.

Knowledge, Skills And Abilities

  • Best practices, methods, trends and legislation in real estate, environmental services and construction services.
  • Best practices and trends in strategic planning, financial management and human resource management.
  • Client partner policies and procedures in project and program management.
  • Treasury Board Secretariat policies and procedures.

Education/Certification And Experience

  • Minimum requirement: a university degree in engineering, architecture or a related field, and eight years of relevant experience, or equivalent.
  • Asset: certification in project and program management.

Working Conditions

  • Typical office environment; regular travel.
  • The position holder may be required to work on sites and may occasionally be required to wear basic safety equipment.
