We are looking for candidates who possess excellent technical, interpersonal skills, and the ability to exercise critical judgment to join the CDC team in Shilo, Manitoba.

The Coordinator, Market Services (Procurement Officer) prepares standard contracts for partner clients (e.g., construction or professional services contracts). They must establish the needs of partner clients, advise them on the acquisition strategy for goods and services, review client documentation, and handle the preparation and presentation of documents to the contracting authority responsible. Additionally, they make recommendations to the contracting authority regarding the acquisition of goods and services, decisions related to processes, and the awarding of contracts, and manage relationships with partner clients.

KEY AND PERIODIC ACTIVITIES Here is a representative but not exhaustive list of tasks and responsibilities related to the position:

  • Advise partner clients on all aspects of the goods and services acquisition process.
  • Review partner client information (quotes, financial details, security) and compile it for presentation to the contracting authority.
  • Prepare documents related to the acquisition of goods and services.
  • Review submissions to ensure compliance and facilitate the evaluation of proposals.
  • Make recommendations to the contracting authority for approval (initiation of the goods and services acquisition process, process-related decisions, contract awards).
  • Negotiate contracts with bidders.
  • Respond to inquiries from bidders.
  • Communicate with partner clients and industry, including informing unsuccessful bidders.
  • Complete Notice of Market Projects.
  • Establish and maintain effective relationships within the Corporation and with the industry, partner clients, and stakeholders.
  • Ensure compliance with quality standards, in accordance with the expectations of the Corporation and partner clients.

OTHER DUTIES

  • Review and approve the launch and awarding of contracts, within the limits of the delegated signature authority.
  • Promote and sometimes lead the planning of the acquisition of goods and services with partner clients and participate in it.
  • Manage risks.
  • Perform other tasks as requested.

KNOWLEDGE General and specific knowledge

  • Best practices, methods, trends, and legislation in the acquisition of goods and services.
  • CDC and partner client acquisition processes and procedures for goods and services.
  • Government policies and trade agreements.
  • Project management and risk management principles.

EDUCATION/CERTIFICATION AND EXPERIENCE

  • Minimum requirement: a college diploma in architecture, engineering technology, or a related field, and four years of relevant experience, or equivalent.

CAPABILITIES

  • Use appropriate software and operating systems.
  • Implement project management and risk management techniques.

PROFESSIONAL DEVELOPMENT AND LEADERSHIP

  • Provide functional advice and guidance to employees and partner clients.

WORKING CONDITIONS

  • Typical office environment; occasional travel.
  • The position holder may be required to work on construction sites, in which case they may occasionally be required to wear basic safety equipment.
