Coordinator, Procurement Services
The Coordinator, Procurement Services prepares procurements for partner clients (e.g., construction or professional services procurements). The position holder provides advice on the acquisition strategy of goods and services that should be used to meet the needs of partner clients concerning the acquisition of complex goods and services. They examine partner client documents and ensure the preparation and presentation of documents to the relevant contracting authority. Additionally, they make recommendations to the contracting authority regarding the acquisition of goods and services, process decisions, and procurement awards, and manage relationships with partner clients. The position holder may also direct and assume responsibilities related to the management of human resources for an employee or team.
Key Activities and Periodicals: Here is a representative, but not exhaustive list of tasks and responsibilities related to the position:
- Advise on all aspects of the goods and services acquisition process to meet the needs of partner clients in complex processes.
- Examine partner client information (quotes, financial details, security) and compile it for presentation to the contracting authority.
- Prepare documents related to the acquisition of complex goods and services.
- Review submissions to ensure compliance and facilitate the evaluation of proposals.
- Make recommendations to the contracting authority for approval (initiation of the goods and services acquisition process, process decisions, procurement awards).
- Negotiate procurements with bidders.
- Respond to inquiries from bidders.
- Communicate with partner clients and industry, including informing unsuccessful bidders.
- Review and approve the initiation and award of procurements, within the limits of the signing authority delegation.
- Promote and sometimes lead the planning of the acquisition of goods and services with partner clients and participate in it.
- Establish and maintain effective relationships within the Corporation as well as with the industry, partner clients, and stakeholders.
- Ensure compliance with quality standards, in accordance with the expectations of the Corporation and partner clients.
- Manage risks.
- Assume human resources functions (e.g., coaching, supervising, planning and allocating resources, and managing performance).
Other tasks:
- Develop new procurement models and methods.
- Seek innovative procedures (e.g., process improvement methods or goods and services acquisition techniques to meet particular requirements).
- Perform other tasks as required.
Knowledge, Skills, and Abilities:
- General and specific practices, methods, trends, and legislation in goods and services procurement.
- CDC and partner client processes and procurement procedures.
- Government policies and trade agreements.
- Project management and risk management principles.
Education/Certification(s) and Experience:
- Minimum requirement: A university degree in architecture, engineering, or a related field and five years of relevant experience, or equivalent.
Capacities:
- Use appropriate software and operating systems.
- Implement project management and risk management techniques.
- Demonstrate leadership and human resource management skills.
Leadership and Improvement:
- Be responsible for direct subordinates.
- Provide functional guidance and advice to employees and partner clients.
Work Conditions:
- Typical office environment; occasional travel.
- The position holder may be required to work on construction sites, in which case they may occasionally be required to wear basic safety equipment.
