Coordinator, Procurement Services
The Coordinator, Procurement Services prepares procurements for partner clients (e.g., construction or professional services procurements). The position holder provides advice on the acquisition strategy of goods and services that are appropriate to meet the needs of partner clients concerning the acquisition of complex goods and services. They review partner client documents and ensure the preparation and presentation of documents to the relevant contracting authority. Additionally, they make recommendations to the contracting authority regarding the acquisition of goods and services, process decisions, and the awarding of contracts, and manage relationships with partner clients. The position holder may also direct and assume responsibilities related to human resource management for an employee or team.
Key and periodic activities include:
- Advising on all aspects of the goods and services acquisition process to meet the needs of partner clients in complex processes.
- Reviewing partner client information (quotes, financial details, security) and compiling it to present to the contracting authority.
- Preparing documents related to the acquisition of complex goods and services.
- Reviewing submissions to ensure compliance and facilitate the evaluation of proposals.
- Making recommendations to the contracting authority for approval (initiation of the goods and services acquisition process, process decisions, contract awards).
- Negotiating contracts with bidders.
- Responding to inquiries from bidders.
- Communicating with partner clients and the industry, including informing unsuccessful bidders.
- Reviewing and approving the initiation and awarding of contracts within the limits of the delegation of signing authority.
- Promoting and sometimes leading the planning of goods and services acquisition with partner clients and participating in it.
- Establishing and maintaining effective relationships within the Corporation as well as with the industry, partner clients, and stakeholders.
- Ensuring compliance with quality standards, in accordance with the expectations of the Corporation and partner clients.
- Managing risks.
- Performing human resource functions (e.g., coaching, supervising, planning and allocating resources, and managing performance).
Other tasks include:
- Developing new procurement models and methods.
- Seeking innovative procedures (e.g., process improvement methods or techniques for acquiring goods and services to meet specific requirements).
- Performing other tasks as required.
Knowledge, general and specific:
- Best practices, methods, trends, and legislation in the acquisition of goods and services.
- CDC and partner client processes and procedures in the acquisition of goods and services.
- Government policies and trade agreements.
- Project management and risk management principles.
Education/certification(s) and experience:
- Minimum requirement: a university degree in architecture, engineering, or a related field and five years of relevant experience, or equivalent.
Skills:
- Using appropriate software and operating systems.
- Applying project management and risk management techniques.
- Demonstrating leadership and human resource management skills.
Supervision and leadership:
- Being responsible for direct subordinates.
- Providing functional guidance and advice to employees and partner clients.
Working conditions:
- Typical office environment; occasional travel.
- The position holder may be required to work on construction sites, in which case they may occasionally be required to wear basic safety equipment.
