Construction Services Coordinator

The Construction Services Coordinator manages construction contracts of moderate complexity, professional services, and construction services contracts to ensure compliance with contractual requirements. The position holder participates in daily discussions and negotiations with contractors, consultants, and client partners regarding the quality of work, interpretation of contract documents, changes to the scope of work, review of periodic payment requests, and other relevant topics. They manage the risks associated with contract management within delegated authority, ensure compliance with service sector requirements, and integrate activities with site teams and other service sectors.

Key Activities and Responsibilities

Here is a representative, but not exhaustive, list of tasks and responsibilities related to the position:

  • Manage contracts to ensure compliance with contractual requirements and quality specifications.
  • Coordinate and resolve daily contract issues.
  • Monitor and control schedules.
  • Liaise with client partner representatives (e.g., market-related issues, negotiation and issuance of corrective orders).
  • Maintain records of site activities performed (e.g., photos and activity reports).
  • Liaise with other service sectors and site teams as needed.
  • Establish and maintain effective relationships within the Defence Construction Canada, as well as with the industry, client partners, and stakeholders.
  • Ensure compliance with quality standards, in accordance with the expectations of the Corporation and client partners.
  • Manage market-related risks.

Other

  • Manage market financial records.
  • Coordinate expert construction review and third-party testing.
  • Ensure compliance with environmental, health, and safety requirements, as well as industrial safety.
  • Support or lead business expansion activities.
  • Perform other tasks as required.

Knowledge, Studies/Certifications, and Experience

  • Knowledge of construction best practices, methods, trends, and legislation.
  • Construction products and materials.
  • Project management, contract management, and risk management principles.
  • Health and safety management.
  • Minimum requirement: a college diploma in engineering, applied sciences, or a related field, and four years of relevant experience, or equivalent.
  • Advantage: certification in a relevant field (e.g., Certified Engineering Technologist).

  • Interpret plans and specifications.
  • Apply project management, contract management, and risk management techniques in construction and consulting contracts.

The Canadian Forces Base (CFB) Borden is located about 100 kilometers north of Toronto, in the heart of Simcoe County, one of Ontario's main tourist areas. Its ideal location allows it to serve all personnel across Canada. Located between Georgian Bay and Lake Simcoe, less than an hour north of Toronto, Simcoe County welcomes its visitors in all seasons. The region boasts the longest freshwater beach in the world and offers some of Ontario's best fishing, boating, and skiing sites. The Trent-Severn Waterway runs through the county, passing through Lake Simcoe, Lake Couchiching, and the Severn River and flowing into Georgian Bay, providing a port for boaters. The opening of CFB Borden took place in 1916. It is located about 20 kilometers west of Barrie, in the central-south part of Ontario. From the beginning, the base has been used to train members of the Canadian Forces. A multi-year infrastructure construction program is underway, aiming to bring together all training and housing functions in two distinct areas. As part of this program, the participation of Defence Construction Canada (DC) includes the awarding and management of construction contracts and many other contracts.
