Construction Services Coordinator

The Construction Services Coordinator manages and administers professional service contracts that present medium risks. The position holder manages the risks associated with contracts, manages multiple contracts as needed, and provides regular reports to supervisors and client partners. They also monitor bids and coordinate the review of consultant deliverables to ensure compliance with contract terms. They manage client partner relationships and consultant performance, document key communications with consultants, and keep client project managers informed of market risks and status.

KEY AND PERIODIC ACTIVITIES Here is a representative, but not exhaustive, list of tasks and responsibilities related to the position:

  • Manage multiple contracts and competing priorities as needed.
  • Provide support to other service areas and coordinate work with them (e.g., pre-tender document reviews).
  • Manage contract risks.
  • Prepare estimates and negotiate costs for contract scope expansion.
  • Ensure consultant deliverables meet the contract requirements (e.g., review invoices, scope of work, deliverables).
  • Ensure quality of work performed on contracts and write market performance reviews.
  • Track and monitor contract schedule, including all deliverables milestones.
  • Manage financial aspects of contracts and payment certification.
  • Establish and maintain effective relationships within Defence Construction Canada and with industry, client partners, and stakeholders.
  • Ensure compliance with quality standards, in line with the Corporation and client partner expectations.
  • Manage contract risks.

OTHER TASKS

  • Review scopes of work for contract management issues.
  • Visit construction sites and coordinate construction phase activities and performance with the construction works coordinator.
  • Ensure consultant work complies with environmental, health, safety, and industrial safety requirements.
  • Support or lead business development activities.
  • Perform other duties as required.

KNOWLEDGE GENERAL AND PARTICULAR

  • Best practices, methods, trends, and legislation in professional services.
  • Cost estimation related to professional services.
  • Construction products and materials.
  • Procurement mechanisms, contract law, and consultant tender processes.
  • Common design processes and deliverables (e.g., pre-conception, schematic design, preliminary design, construction documents).
  • Project management, contract management, and risk management principles.
  • Health and safety management.

EDUCATION/CERTIFICATIONS AND EXPERIENCE

  • Minimum requirements: college diploma in engineering, architecture, or a related field, and four years of relevant experience, or equivalent.
  • Advantage: certification in a relevant field (e.g., Project Management Professional, Certified Engineering Technologist).

CAPABILITIES

  • Use appropriate software and operating systems.
  • Apply project management, contract management, and risk management techniques.

  • Provide functional guidance and direction to employees and client partners.

WORKING CONDITIONS

  • Typical office environment; occasional travel.
  • The position holder may be required to work on construction sites, in which case they may occasionally be required to wear basic safety equipment.
