Payroll Services Coordinator

The Payroll Services Coordinator reports to the Team Leader, Compensation and Payroll, and ensures that all CDC employees receive accurate payroll on time and in compliance with regulations and government requirements. The position holder performs payroll and pension verification, reconciliation, disbursement, and reporting accurately and within tight deadlines. The position holder responds promptly to inquiries regarding time entry, payroll, and benefits, while maintaining confidentiality of information.

Key Activities and Periodic Tasks

Here is a representative, but not exhaustive, list of tasks and responsibilities related to the position:

  • Process, verify, and balance CDC intergovernmental payroll according to each province and territory's requirements and in accordance with CDC policy and the Canadian Labour Code, including making adjustments for salaries, third parties, benefits, and pension.
  • Report and disburse mandatory deductions and garnishments, as well as deductions from third-party programs (e.g., Public Service Pension Plan, United Way, Canada Pension Plan, Employment Insurance, Quebec Pension Plan, Quebec Parental Insurance Plan).
  • Prepare and submit employment records through the Service Canada web application.
  • Support the time entry function by reviewing, reconciling, and recommending measures in accordance with CDC's time entry policy and processes.
  • Address follow-up actions related to payroll.
  • Administer, process, report, and maintain data and contributions to the Public Service Pension Plan.
  • Handle internal and external payroll inquiries.
  • Prepare bi-monthly, monthly, quarterly, annual, and special payroll reports.
  • Provide payroll guidance and advice to team members.
  • Establish and maintain effective relationships within CDC as well as with the private sector, partner clients, and stakeholders.

Other Tasks

  • Prepare and balance T4 and T4 slip forms each year.
  • Manage year-end civil and fiscal year payroll processes.
  • Contribute to other human resources programs as needed.
  • Perform other tasks as requested.

Skills General and Specific Knowledge

  • Best practices, methods, trends, and legislation in payroll.
  • Knowledge of the Public Service Pension Act and policies and procedures of the Government of Canada Pension Centre.
  • Knowledge of the policies and procedures of the Canadian Labour Code.

Education/Certification(s) and Experience

  • Minimum Requirement: Hold a college diploma in human resources management, business administration, finance, accounting, or a related field, and possess five years of relevant experience and a professional certification in payroll compliance specialist, certified payroll manager, or equivalent.
  • Advantage: Hold a university degree in one of the above fields and one of the listed professional titles.
