Team Leader, Construction Services

This position is mandatory bilingual, English and French being essential.

Occasional travel to remote arctic locations (e.g., Northwest Territories, Nunavut, Yukon, Labrador) will be required for this position and will be conducted on board small fixed-wing aircraft (plane) and rotary-wing aircraft (helicopter).

The Team Leader, Construction Services ensures the quality of service delivery within their service sector at a site where a large-scale construction program is being carried out. The incumbent ensures compliance with sector policies and procedures and manages the risks associated with the contracts. The incumbent leads a team of professionals and manages the human resources for the team. The incumbent also manages relationships with client partners. The incumbent also helps develop innovative solutions and ensures that the team focuses on collaboration, and on the quality of deliverables and their timely presentation.

Key and Periodic Activities Here is a representative, but not exhaustive list of tasks and responsibilities related to the position:

  • Supervise a team responsible for managing construction, professional services, and service contracts to ensure compliance with contractual requirements, as well as with Defence Construction Canada (DCC) policies and market management processes.
  • Resolve complex problems within delegated authority.
  • Facilitate coordination within contracts and communications between stakeholders (e.g., contractors, consultants, client partners).
  • Promote and manage opportunities for business expansion.
  • Establish and maintain effective relationships within DCC as well as with the industry, client partners, and stakeholders.
  • Ensure compliance with quality standards, in accordance with the expectations of the Corporation and client partners.
  • Manage risks.
  • Perform human resources functions (e.g., coaching, supervision, mentoring, resource planning and allocation, and performance management).

  • Participate in the planning of activities.
  • Perform other tasks as required.

Knowledge General and Specific

  • Best practices, methods, trends, and legislation in construction, architecture, and engineering.
  • Best practices and trends in financial management and human resources management.
  • Procurement mechanisms.
  • Principles of project management, contract management, and risk management.
  • Health and safety management.

Education/Certification(s) and Experience

  • Minimum requirement: a college diploma in engineering, architecture, or a related field, and six years of relevant experience, or equivalent.

Skills

  • Use appropriate software and operating systems.
  • Apply project management, contract management, and risk management techniques.
  • Demonstrate leadership and human resource management skills.

Leadership and Direction

  • Direct and manage direct subordinates.
  • Provide functional guidance and advice to other employees and client partners.

Work Conditions

  • Typical office environment; occasional travel.
  • The incumbent may be required to work on construction sites, in which case they may occasionally be required to wear basic safety equipment.
