Team Leader, Construction Services

The team leader, construction services ensures the quality of service delivery within their established service area at a site where a small or medium-scale construction program is underway. The position holder ensures compliance with sector policies and procedures and manages risks associated with contracts. The position holder leads a team of professionals and manages the team's human resources. They also manage relationships with partner clients. The position holder also helps develop innovative solutions and ensures the team focuses on collaboration, quality deliverables, and timely presentation.

Key and periodic activities include:

  • Supervising a team managing construction, professional services, and service contracts to ensure compliance with contractual requirements, as well as Defence Construction Canada's (DCC) policies and market management processes.
  • Resolving complex issues within delegated authority.
  • Facilitating coordination within contracts and communications between stakeholders (e.g., contractors, consultants, partner clients).
  • Promoting and managing opportunities for business expansion.
  • Establishing and maintaining effective relationships within DCC as well as with the industry, partner clients, and stakeholders.
  • Ensuring adherence to quality standards, in line with the expectations of the Corporation and partner clients.
  • Managing risks.
  • Performing human resource functions (e.g., coaching, supervision, mentoring, resource planning and allocation, and performance management).

Other tasks include:

  • Performing other tasks as required.

Knowledge, general and specific:

  • Best practices, methods, trends, and legislation in construction, architecture, and engineering.
  • Best practices and trends in financial management and human resource management.
  • Procurement mechanisms.
  • Principles of project management, contract management, and risk management.
  • Health and safety management.

Education/certification(s) and experience:

  • Minimum requirement: a college diploma in engineering, architecture, or a related field, and five years of relevant experience, or equivalent.

Skills:

  • Using appropriate software and operating systems.
  • Applying project management, contract management, and risk management techniques.
  • Demonstrating leadership and human resource management skills.

Leadership:

  • Directing and managing direct subordinates.
  • Providing functional guidance and advice to other employees and partner clients.

Work conditions:

  • Typical office environment; occasional travel.
  • The position holder may be required to work on construction sites, in which case they may occasionally be required to wear basic safety equipment.
