Team Leader, Construction Services
The team leader, construction services ensures the quality of service delivery within their established service sector at a site where a small to medium construction program is being carried out. The position holder ensures compliance with the policies and procedures of the service sector and manages the risks associated with contracts. The position holder leads a team of professionals and manages the human resources of the team. They also manage relationships with partner clients. The position holder also helps develop innovative solutions and ensures that the team focuses on collaboration, and on the quality of deliverables and the timely presentation of those.
Key and periodic activities:
- Supervise a team responsible for managing construction, professional services, and service contracts to ensure compliance with contractual requirements, as well as with the policies and processes of the Defense Construction Canada (DCC) contract management.
- Resolve complex problems within delegated authority.
- Facilitate coordination within the contracts and communications between stakeholders (e.g., contractors, consultants, partner clients).
- Promote and manage opportunities for business expansion.
- Establish and maintain effective relationships within DCC as well as with the industry, partner clients, and stakeholders.
- Ensure compliance with quality standards, in accordance with the expectations of the Corporation and partner clients.
- Manage risks.
- Perform human resources functions (e.g., coaching, supervision, mentoring, resource planning and allocation, and performance management).

Skills:
- General and specific knowledge
- Best practices, methods, trends, and legislation in construction, architecture, and engineering.
- Best practices and trends in financial management and human resources management.
- Procurement mechanisms.
- Principles of project management, contract management, and risk management.
- Health and safety management.
Education/certification(s) and experience:
- Minimum requirement: a college diploma in engineering, architecture, or a related field, and five years of relevant experience, or equivalent.
Abilities:
- Utilize appropriate software and operating systems.
- Implement project management, contract management, and risk management techniques.
- Demonstrate leadership and human resources management skills.
Improvement and leadership:
- Direct and manage direct subordinates.
- Provide functional guidance and advice to other employees and partner clients.
Work conditions:
- Typical office environment; occasional travel.
- The position holder may be required to work on construction sites, in which case they may occasionally be required to wear basic safety equipment.
