Team Leader, Construction Services

The team leader, construction services ensures the quality of service delivery within their established service sector at a site where a small to medium-scale construction program is being carried out. The incumbent ensures compliance with the policies and procedures of the service sector and manages the risks associated with contracts. The incumbent leads a team of professionals and manages the human resources for the team. They also manage relationships with partner clients. The incumbent also helps develop innovative solutions and ensures the team focuses on collaboration, quality deliverables, and timely presentation of those deliverables.

KEY AND PERIODIC ACTIVITIES This is a representative but not exhaustive list of duties and responsibilities associated with the position: Main duties

  • Supervise a team responsible for managing construction, professional services, and service contracts to ensure compliance with contractual requirements, as well as with the policies and processes of the Defense Construction Canada (DCC) contract management.
  • Resolve complex problems within the limits of delegated authority.
  • Facilitate coordination within the framework of contracts and communications between stakeholders (e.g., contractors, consultants, partner clients).
  • Promote and manage the expansion opportunities of activities.
  • Establish and maintain effective relationships within DCC as well as with the industry, partner clients, and stakeholders.
  • Ensure compliance with quality standards, in accordance with the expectations of the Corporation and partner clients.
  • Manage risks.
  • Perform human resources functions (e.g., coaching, supervision, mentoring, resource planning and allocation, and performance management).

  • Perform other tasks as required.

KNOWLEDGE General and Specific Knowledge

  • Best practices, methods, trends, and legislation in construction, architecture, and engineering.
  • Best practices and trends in financial management and human resources management.
  • Procurement mechanisms.
  • Principles of project management, contract management, and risk management.
  • Health and safety management.

EDUCATION/CERTIFICATION(S) AND EXPERIENCE

  • Minimum requirement: a college diploma in engineering, architecture, or a related field, and five years of relevant experience, or equivalent.

CAPABILITIES

  • Use the appropriate software and operating systems.
  • Implement project management, contract management, and risk management techniques.
  • Demonstrate leadership and human resource management skills.

LEADERSHIP AND IMPROVEMENT

  • Direct and manage direct subordinates.
  • Provide functional guidance and advice to other employees and partner clients.

WORKING CONDITIONS

  • Typical office environment; occasional travel.
  • The incumbent may be required to work on construction sites, in which case they may occasionally be required to wear basic safety equipment.
