Council Legislative Assistant - Non-Civil Service

Salary Range: $58,296.00 - $68,280.00

Salary Commensurate with Experience

Location: Historic County Building, Office of the County Clerk, County Council

Job Summary:

Under the supervision of the Deputy County Clerk and County Clerk, the Council Legislative Assistant provides technical services, including but not limited to research, analysis, and evaluations necessary in assisting the County Council, its various committees, and individual Councilmembers in the discharge of their basic responsibilities.

Examples of Duties:

  • Assists in the development of the Office of the County Clerk's media plan, provides assistance in the development of media pieces issued by the Office of the County Clerk, including but not limited to drafting press releases, speeches, written presentations, etc.; ensures that the media pieces are delivered to the appropriate places as requested; drafts ordinances, resolutions, committee reports, floor amendments, certificates, testimony, and other related types of legislation.
  • Assists in the review, preparation, and evaluation of the annual County Operating and Capital Budget; provides fiscal analysis and research on various financial and budgetary issues before the Council; provides assistance in the analysis of complex budgetary and tax related issues and legislation, including but not limited to real property taxation, Community Facilities Districts (CFDs) etc., and provides research on these issues as requested as necessary.
  • Researches, investigates, and analyzes programs, policies, and most complex issues and proposes findings for presentation to the Council.
  • Attends Council meetings, committee meetings, conferences, hearings, and other Council related events.
  • Assists in the planning and coordination of the Council's Legislative Program.
  • Reviews, evaluates, and analyzes legislative bills before the State Legislature and Congress.
  • May supervise the work of clerical staff assigned to these projects.
  • Assists in processing the appointments of Boards and Commission members for the County.
  • Assists in special assignments, analysis, and studies.
  • Assists in the planning and coordination of Council-sponsored events.
  • Assists in the Council's lobbying efforts at the State Legislature and Congress.
  • Assists committee chairperson in evaluating referrals to committees.
  • Assists in setting up and disassembling audio-visual equipment for meetings and hearings, such as television, projector and/or screen, and portable public address system; assists in transporting files, documents, and other materials from the second floor in the Historic County Building to and from various departments, or from meeting and public hearing sites; assists in election booths and transporting election documents; carries and/or lifts items to be set-up or transported which generally do not exceed ten (10) pounds.
  • Performs other related duties as required.

Minimum Qualifications:

Training and Experience:

A combination of education and experience substantially equivalent to graduation from an accredited college or university with a baccalaureate degree (preferably in business management, political science, finance/accounting, or a related field).

License Requirement: Possession of a valid motor vehicle operator's license (Hawai'i type 3 or equivalent).

Work Shift/Schedule: Monday-Friday (United States of America)
