Job Summary:

- Responsible for the planning, organizing and directing functions of the Communication and Information Management Services Department of the facility. - Resolves complex organizational and technological problems. - Oversees the department and the annual budget. - Follows the facility's policies and procedures, local, state and federal regulations. - Directs the functions of the Information Management Services Department including information technology. - Develops, implements, evaluates IT programs based on systems analysis. - Establishes policies and procedures for the procurement, installation and support of computers, application systems and communications. - Develops strategies for the Internet. - Confers with Administration and department managers to determine information technology and communication needs. - Aligns information technology with the business needs of the facility. - Keeps current with principles and practices, technology, regulations and standards that apply to healthcare information technology and communications. - Oversee the operation, maintenance, and security of the entire technology infrastructure, including networks, servers, software, wireless technologies, and hardware. - Manages the life cycle of Clinical and Non-Clinical Applications in the facility. This includes planning, installation, maintenance, troubleshooting, and upgrades of proposed systems. - Must have knowledge of computer center operations and procedures and systems analysis. - Oversees all information technology projects, design, plan, specifications, estimates, reports and recommendations. - Demonstrates thorough knowledge of HIPAA regulations and other state and federal privacy and confidentiality of information requirements. - Consistently demonstrates the ability to establish appropriate department priorities. - Prepares, implements and monitors the department's staff. - Retains competent staff through interviewing, hiring and training. - Maintains a good working relationship within the department and with other departments in the facility. - Handles troubleshooting and maintenance of all Meditech Modules. - Demonstrates knowledge of the Promoting Interoperability measure. - Ensures network security and data protection. Demonstrates knowledge of Firewalls and Antimalware software.

Skill/Education Requirements:

- Bachelor of Science degree in Computer Science or Information Technology - Master's degree preferred. - Minimum of five years' experience in data processing, systems analysis, computer operations and programming, project management and supervision. - Relevant IT Certification preferred. - Ability to communicate effectively in English, both verbally and written - Must have thorough knowledge of all aspects of computer systems, operations, programming languages, system analysis, design and equipment.
