Engineering Program Manager

Arapahoe County's Public Works and Development Department is seeking an Engineering Program Manager to join our team in the Engineering Services Division. This program manager position oversees the engineering aspects of development review services associated with Land Use Applications. This position supervises a staff of four Engineers and manages complex engineering work in the design, investigation, and construction of public works and utility projects as it relates to new land development and utility construction. The position provides project management and project engineering expertise to various types of public works projects and applies extensive and diversified knowledge of engineering principles and practices across broad areas of assignments. This position works with a high degree of independence in making decisions and managing assigned areas.

The pay range for this position is $105,966 to $169,271 annually. The anticipated hiring range will be around the midpoint of the pay range for well-qualified applicants.

Duties

Leadership and Supervision:

  • Manages the engineering team through a collaborative, team-based approach.
  • Performs the full range of supervisory duties.
  • Provides leadership and support in implementing innovation and change initiatives.
  • Provides leadership and support for Accela enhancements and other IT projects.
  • Ensures the flow of key communication to staff members.

Management of Program:

  • Oversees engineering functions as it relates to development review/land development services.
  • Ensures adherence to County engineering standards and protocols.
  • Oversees the Department's floodplain management program.
  • Coordinates with other PWD Divisions and other County or State departments on engineering projects.
  • Attends meetings and serves on boards, committees, and workgroups.
  • Oversees and participates in special projects and engineering studies.
  • Responds to public inquiries and resolves issues raised by customers.
  • Reviews complex or novel cases.
  • Assists Division Manager in budget development and monitoring.
  • Ensures policies and procedures are being adhered to.
  • Conducts audits and research, analyzes trends, and collaborates to recommend process improvements.
  • Participates in a variety of meetings.

Engineering Duties:

  • Supervises the development of designs, plans, specifications, and estimates for the construction of public works/utilities projects.
  • Inspects project sites to assist in finding workable solutions to difficult problems.
  • Interprets specifications and County policy and makes change orders.
  • Reviews construction plans prepared by private engineers.
  • Checks computations and specified materials for accuracy and compliance with regulations.
  • Upgrades County standard plans, specifications, and design criteria manuals.
  • Reviews subdivision and parcel maps.
  • Participates in the selection and supervision of private professional consultants for the development of plans, specifications, studies, and reports.

Skills, Abilities and Competencies:

- Knowledge of advanced principles and practices of engineering, project planning, and project management.

- Knowledge of various methods and techniques used in the design and construction of a wide variety of public works and utilities engineering projects.

- Knowledge of applicable laws and regulatory codes relevant to engineering design and construction.

- Knowledge of effective management and supervisory principles and practices.

- Ability to make complex engineering computations and check, design, and supervise the construction of a wide variety of public and private facilities.

- Ability to read, understand, and correctly interpret plans, principles, and regulations to determine compliance.

- Ability to direct and coordinate the work of professional, technical, and support staff.

- Ability to communicate effectively, both verbally and in writing.

- Ability to make complex decisions
