Description of Job

About the Work Unit: This work unit in Region 4 (Limon) administers transportation construction and design contracts and oversees the contractors and consultants performing the work. Design activities include developing construction plans, specifications, and preliminary estimates for advertising budgeted transportation projects along the unit's specified corridors. Design activities are performed by an in-house design team or administered through design consultant contracts. The designs must adhere to the guidelines, standards, and policies of the State of Colorado and the Federal Highway Administration while staying within the project scope and budget. Construction activities include materials testing, inspection for compliance with the contract plans and specifications, quality assurance and control, documentation of pay quantities, authorization of contract payments, initiation and authorization of contract modification orders, and monitoring of financial status.

About the Position: Under the supervision of a licensed Professional Engineer/Resident Engineer, this position performs construction management as the Project Engineer on low to medium risk construction projects or as an Assistant Project Engineer on projects of higher risk and complexity. In this role, the position holder serves as the Chief Engineer's representative and is responsible for full-time project management or specific aspects thereof, depending on the assigned role. Your Project Engineer in construction duties and responsibilities will include, but are not limited to, the following:

  • Managing all project aspects, including but not limited to, asphalt paving, concrete paving, ADA ramps, structures, culverts, traffic control, stormwater management, excavation and embankment.
  • Monitoring schedules, project expenditures, and materials while ensuring accurate daily documentation.
  • Generating and maintaining accurate, detailed schedules and projected production rates throughout the duration of construction projects.
  • Assisting in the review and analysis of contractor-submitted schedules, creating comparisons to assess project timeliness, evaluating completion progress, and analyzing justifications for time extensions.
  • Reviewing contractor drawdown through resource- and cost-loaded schedules.
  • Leads the project closeout process by conducting final reviews of all as-constructed plans and specifications to ensure they accurately reflect final field conditions and comply with established standards.
  • Submitting the complete, accurate, and fully approved as-constructed package to the Region Finals Engineer within the deadlines set by the Region and FHWA.
  • Identifying potential problems indicated by the plans while assisting in the preparation of the specification package.
  • Developing the critical path method (CPM) schedule using Microsoft Project and CDOT Form 859, analyzing quantities, milestones, and production rates to determine the official contract time.
  • Promoting a culture of safety by strictly adhering to all regulations, policies, and procedures, including the consistent use of required personal protective equipment (PPE).
  • Other duties as assigned.

Work Environment:

  • Primarily 8:00 AM to 4:30 PM work hours, Monday – Friday
  • Average work week is 40 hours, with periodic opportunity for overtime based on projects assigned.
  • Approximately 60% spent in the field, 40% spent in the office
  • Occasional evening, night, and weekend work.
  • Travel required throughout the Region to meetings, to conduct site visits as necessary during design; daily travel to construction sites during construction
  • May require nights or weekend work depending on construction schedules and work.
  • Required to operate CDOT vehicles

Minimum Qualifications, Substitutions, Conditions of Employment & Appeal Rights

Minimum Qualifications Experience Only: Six (6) years of relevant experience in Engineering, Project Management, Construction Management, Materials Testing Management or an occupation related to the work assigned to this position.

OR Education and Experience: A combination of related education and/or relevant experience equal to six (6) years.

Education from an accredited college or university with coursework in Engineering, Project Management, Management, or another field of study related to the duties of this position will be considered.

Experience in Engineering, Project Management, Construction Management, Materials Testing Management or an occupation related to the work assigned to this position.
