Engineer IV - Stormwater Pollution Prevention Program Manager

The City of Virginia Beach is recruiting for a team player to join Public Works Engineering to support implementation of the City's stormwater pollution prevention programs and water quality improvement projects as required through the MS4 Permit, otherwise known as a Municipal Separate Storm Sewer System. Interviews for this position will be held during the week of November 17, 2025 with the earliest starting date of December 11, 2025. The next available start date will be January 8, 2025.

The selected candidate will be part of a team of talented staff working in the Stormwater Management Regulatory division. This position will manage a small, dedicated team supporting implementation of various stormwater pollution prevention programs such as illicit discharge, dry weather screening, and programs supporting municipal operations. This team also provides oversight of the stormwater management facility data and other stormwater infrastructure support.

Representative work duties include but not limited to:

  • Coordinate and track the implementation and administration of the VPDES Phase I MS4 Permit held by the City of Virginia Beach, administered by the Virginia Department of Environmental Quality (DEQ) under the federal Clean Water Act, to meet regulatory requirements and deadlines.
  • Coordinate, track and prepare reports on the implementation of the MS4 Program Plan.
  • Manages data, develops reporting framework and deliverables, and supervises the preparation and submittal of the annual report for the MS4 permit for submission to DEQ.
  • Work with relevant teams across the City to provide guidance and education for staff on MS4 permit requirements.
  • Research and recommend policies and codes for MS4 permit compliance.
  • Assist the division manager on overall planning and programming for capital and operational programs and budget requests.
  • Participate in meetings and initiatives on water resource protection, policies, programs and issues with watershed organizations, departments, outside agencies, and community or other non-governmental organizations. Provide information to elected officials. Build and establish relationships.
  • Provide day-to-day coordination and supervision of staff in implementing selected program management activities, including but not limited to overseeing water quality improvement project implementation, illicit discharge field investigations, industrial inspections, BMP inspections and enforcement actions in accordance with the MS4 permit requirements and City ordinances.
  • Manages consultant contracts for water quality and permit support services.
  • Completes special research projects that involve complex mathematical and scientific data.
  • Says informed on federal, state, and local water quality regulations, attends regulatory meetings, and provides written and oral information to departmental staff regarding regulatory changes and implications.
  • Maintains organized files and records for MS4 permit compliance and program administration.
  • Effectively communicates orally and in writing with the public and with other departments, agencies, organizations and groups regarding water quality protection.
  • Prepare or supervise preparation of reports, documents, maps or presentations for agencies, elected officials and the public. Prepare recommendations for City Council committees.
  • Performs related work as required.
