Public Housing Reasonable Accommodation Coordinator (PHRAC)

The Management Services Department supports public housing operations by overseeing lease enforcement activities and leading the implementation of key initiatives aimed at enhancing service delivery and strengthening NYCHA's effectiveness as a landlord. The department is also responsible for the development and implementation of operational policies. Among its core functions is the Public Housing Reasonable Accommodation Coordinator (PHRAC), which manages and facilitates reasonable accommodation requests in accordance with applicable laws and NYCHA's compliance obligations. Reporting to the Office of Tenancy Administration (OTA) Manager for Management Services. PHRAC (Public Housing Reasonable Accommodation Coordinator) is responsible for managing, reviewing, and evaluating reasonable accommodation requests submitted by residents, including non-voucher applicants and Section 8 voucher holders residing in NYCHA developments. PHRAC issues determinations based on a thorough, case-by-case evaluation in accordance with federal, state, and local disability rights laws. In addition to processing accommodation requests, PHRAC provides assistance to applicants and residents with disabilities in accessing NYCHA's housing services, programs, and activities. The role also serves as a key liaison between the disability community and NYCHA departments, ensuring compliance with Section 504 of the Rehabilitation Act, the Americans with Disabilities Act (ADA), the HUD-NYCHA Voluntary Compliance Agreement, and other applicable housing laws. Duties include but are not limited to the following: - Collaborate and consult with internal and external stakeholders including executive leadership, senior management, line staff, residents, and partner agencies such as HPD, DHS, HRA, DFTA, and third-party organizations to evaluate and determine reasonable accommodation requests. - Conduct in-person and telephone interviews with tenants and/or service providers as part of the interactive process to assess documentation and explore viable alternatives to original accommodation requests. - Review, evaluate, and process escalated reasonable accommodation requests through the Siebel case management system. - Track and monitor the status of reasonable accommodation requests to ensure timely and appropriate processing in compliance with applicable policies and regulations. - Identify and coordinate relocation options for individuals and families, prioritizing cases based on urgency and eligibility. - Serve as liaison for residents, applicants, agency partners, and advocacy groups, providing updates on assigned cases, transfer status, and public housing or Section 8 application progress. - Use Siebel and other NYCHA databases and information systems to research case information and maintain accurate records. - Educate residents and partners on NYCHA policies, procedures, and documentation requirements related to reasonable accommodation and housing services. - Represent NYCHA at presentations and community outreach events to provide information on application processes and support services. - Prepare and submit monthly reports detailing statistical data and case outcomes for internal review. - Perform additional related duties as assigned.

Qualifications

A baccalaureate degree from an accredited college; or An associate degree or sixty semester credits from an accredited college and one year of satisfactory full-time experience in housing management at a development or developments containing at least 150 apartments, performing any one or a combination of the following duties: interviewing applicants; determining eligibility; gathering and evaluating information to resolve complaints; collecting rents; and/or resolving tenant-related problems; or A four-year high school diploma or its educational equivalent, and three years of satisfactory full-time experience as described in "1" above; or A satisfactory equivalent combination of education and experience as described in "1" or "2" above. Undergraduate college credit may be substituted for experience on the basis of 30 semester credits from an accredited college for one year of satisfactory full-time experience. However, all candidates must have a four-year high school diploma, or its educational equivalent.
