The Department of Citywide Administrative Services' (DCAS), Human Capital (HC) Line of Service seeks to appoint a Computer Specialist (Software) Level 2, to work in the HC Bureau of NYCAPS Central (NCC). NCC is a human resources service center that oversees the expansion and maintenance of NYCAPS (New York City Automated Personnel System), a centralized automated personnel system for human resources professionals, managers, and employees to access and manage personnel and benefits information. NCC oversees the implementation of civil service and human resources related transactions for over 300,000 employees citywide; supports approximately 96,000 NYC employees with all their health benefits needs; and manages Employee Self-Service (ESS), an online tool that provides NYC employees with easy access to human resources, payroll, tax, City job applications and benefits information.
The HRIS unit is a highly technical and analytical unit that serves as a "Tier 3" escalation group at NYCAPS Central for all system errors and functionality development as well as many demands on areas of Human Resources, eHire, Workflow, Benefits Administration, Training Admin, ePerformance, reference table configuration, Auto-Step Process, ESS, Reports, Queries and other functionality deployed in NYCAPS. NYCAPS Central is seeking to hire a Computer Specialist (Operations) to perform the following duties and responsibilities: - Analyze new ATS projects/system enhancements, perform fit/gap analyses and write business requirements. - Perform user acceptance testing for ATS fixes and enhancements. - Create user acceptance testing test scripts for ATS fixes and enhancements. - Troubleshoot and analyze ATS issues to determine if they require escalation to SmartRecruiters technical team. - Liaise with the SmartRecruiters technical partners on system defects, enhancements, requirements, and solutions. - Work with OTI to resolve issues related to users' access to ATS system. - Assist the Change Management team with communicating ATS enhancements to agencies. - Track NYC Jobs related calls and e-mails via NCC's Oracle Customer Relationship Management system. Report to NCC and Human Capital management on trends and common issues reported by external applicants. Perform ATS query writing to support the report demands of NCC, DCAS executive management, and agencies. (1) A four-year high school diploma or its educational equivalent plus a certificate from an accredited technical school (approximately 675 hours) with a specialization in computer operations, and three years of satisfactory, full-time large-scale mainframe computer operations or three years of satisfactory data communication network experience in a mainframe environment, one year of which must have been in a project leader capacity or as a major contributor on a complex project; or (2) A baccalaureate degree from an accredited college and four years of satisfactory, full-time experience as described in "1" above, including one year of which must have been in a project leader capacity or as a major contributor on a complex project; or (3) A four-year high school diploma or its educational equivalent and five years of satisfactory, full-time experience as described in "1" above, including one year of which must have been in a project leader capacity or as a major contributor on a complex project; or (4) A satisfactory combination of education and/or experience which is equivalent to "1," "2," or "3" above. However, all candidates must have at least a four-year high school diploma or its educational equivalent and three years of satisfactory, full-time large-scale mainframe computer operations or three years of satisfactory data communication network experience in a mainframe environment, one year of which must have been in a project leader capacity or as a major contributor on a complex project.
