DCAS' Audit & Compliance Services unit (ACS) resides within the Commissioner's Office. ACS assists management with identifying and prioritizing areas or processes that require attention and audit/review focus by gaining an understanding of the processes and procedures as they currently exist for the Agency's thirteen (13) lines of service; performing tests of controls to verify whether controls are working as designed; and providing observations and recommendations to improve processes and controls. ACS is also tasked with the coordination of all external audit activities and Agency responses to those audits; the review of required Federal grant reporting; the coordination of the City's Financial and Single Audits; the preparation and review of NYC Comptroller's Directive 1, the DOI Agency Anti-Corruption Report, and the Agency Internal Control Statement; preparation and reporting of quarterly metrics identified by DOI; and developing and assisting in managing corrective action plans. ACS is also tasked with auditing DCAS program to reimburse Non-Public schools (Local Law 2 of 2016) for allowable costs associated with security guard services to help provide assurance that this program is operating within the stated parameters. In addition to this, ACS conducts in-house audits of DCAS contracted vendors and Requirement Vendor Citywide contracts. DCAS's Audit & Compliance Services (ACS) consists of the following: - Engineering Audit, - Vendor Contract Audits & Risk Management, - Internal Audit/Risk Management, - Non-Public Schools Audit & Special Projects, and - External Audit Coordination & Compliance. ACS' overall consulting services and audit work adds value to DCAS's operations and its thirteen (13) lines of service by, controlling risk management, improving quality of performance, efficiency, and cost recovery; decrementing errors and costs, developing policy and procedures, increasing regulatory compliance, bettering management communications and clarity in the form of guidance. The Audit and Compliance Service Unit within the Department of Citywide Administrative Services (DCAS) seeks to hire an Engineering Auditor for its Engineering Audit Operation (EAO). Pursuant to NYC Comptroller's Directive 7, Engineering Audit is tasked with reviewing and approving all payments and Change Orders for construction and construction-related services (as defined by the Procurement Policy Board Rules) for accuracy and compliance with City requirements prior to payment. Under direction, with latitude to exercise independent judgment and action, the candidates' duties will include, but not be limited to, the following: - Ensuring that construction, construction related services and related equipment have been delivered/performed in compliance with the terms and conditions of the contract; - Reviewing requested Change Orders against contract specifications to ensure that they are appropriately classified (e.g., design error, administrative change, etc.) and ensure that there is sufficient documentation to validate the reason for the classification; - Evaluating change orders to ensure that they are not for work already required by the contract; - Examining the reasonableness of contractors' pricing by evaluation of the separate cost elements data supplied and certified by the vendor; - Performing field inspections to verify that work is of good quality and has progressed sufficiently to warrant payment requested; - Performing a final review and examination of prices, reimbursable costs; technical trade labor rates; multipliers; overhead factors and other related documents to certify the fairness and reasonableness of contract changes; - In the case of substantial or final payments on construction contracts, determining that the contractor has properly submitted the necessary documents and other submissions prescribed by the contract specifications and requirements or by law in order to enable the agency to process the final payment and release retainage; and Issuing reports detailing any findings and/or deductions that may have resulted from that review. The new Engineering Auditor must have prior experience of large-scale construction projects from design phase through payment and must be able to critically assess claimed costs for reasonableness, necessity and compliance with all contract terms and conditions.
