Water Utilities Supervisor

Under general supervision of Water Utilities Management, supervises the day-to-day operations and maintenance of the water, wastewater, and reclaim distribution systems. Utilizes comprehensive technical knowledge, personnel, materials, contractors, and budget oversight to conduct operations and maintenance activities in a safe, regulatory-compliant and efficient manner. Exercises judgment in the application of broadly defined practices and policies in selecting methods and evaluation criteria for obtaining desired results. Manages activities related to State and Federal water, wastewater, reclaim, and stormwater regulatory compliance.

ESSENTIAL FUNCTIONS:

  • Monitor, evaluate, and document the performance of subordinate personnel.
  • Assigns, schedules, and coordinates work assignments to staff and with other departments.
  • Oversees staff in the proper operations and maintenance of the water or wastewater system.
  • Reviews records of work performed and records to ensure it is completed on time and documented properly.
  • Investigates and resolves issues and complaints from internal and external customers; hears and adjudicates complaints.
  • Conducts root cause evaluation for system operations and maintenance problems and assists in the development of programs, policies, and procedures to prevent recurrence and/or violations of Federal, State, and Local ordinances and regulations.
  • Performs supervisory duties, including hiring, promoting, disciplinary actions, and performance evaluations of staff, and recommends appropriate action.
  • Monitors the general development of staff members and supports growth.
  • Assists in the development and implementation of the department qualification and training plan to include creating and providing on-the-job training and coordinating external training.
  • Creates, reviews, and updates the department SOPs.
  • Assists with midpoint and annual budget, forecasting staffing, materials, and contractor service needs.
  • Determines proper stock levels for parts and tools; coordinates purchases with warehouse/purchasing.
  • Acts as a liaison for the Water Utilities on construction projects and for both internal and external customers.
  • Assists in the preparation and monitoring of the annual and five (5) year CIP.
  • Assists in developing and implementing safe and efficient operating practices, policies, and procedures.
  • Ensures that safety inspections are conducted to ensure the proper and safe operation and maintenance of equipment, vehicles, and the use of tools.
  • Performs other duties as assigned.

MINIMUM QUALIFICATIONS:

Education, training and Experience Guidelines

High school diploma or its equivalent. Six (6) years of full-time experience in operations and maintenance of water distribution or wastewater collection systems. One (1) year of the required experience must have been in a supervisory capacity. OR Any equivalent combination of experience and training that provides the required knowledge, skills, and abilities.

Knowledge of:

  • Water, wastewater and reuse Irrigation systems operation and maintenance.
  • State and federal regulations.
  • Advanced knowledge of safety procedures requirements.
  • Advanced process control procedures for water or wastewater facilities and systems.
  • Ability to use computerized maintenance systems, SCADA, and other software.
  • Ability to write technical reports.
  • Facts and information consistent with the most current applicable policies and procedures, Federal, State laws, regulations, and local ordinances.
  • Current city practices, policies, and procedures.
  • Complex technical environmental data and its relationship to permitted effluent limits, public health, environmental compliance, and public policy.
  • Water/wastewater flow paths, location of stations, pressure plan areas etc.
  • Research, reporting, and project management methodologies.
  • SCADA systems to monitor and identify issues within the system.
  • Proper use of chemicals and understanding of safety data sheets.
  • First aid and CPR procedures and knowledge of safety procedures.
  • Complex understanding of water quality throughout the distribution system
  • Water, wastewater and reclaim sampling practices.

Skill in:

  • Ability to select, train, motivate, evaluate, and effectively utilize and lead staff.
  • Ability to troubleshoot water, wastewater, and reuse irrigation system processes and technical problems.
  • Ability to establish and maintain effective working relationships; effectively supervise others; understand and follow detailed oral and written instructions; communicate effectively both orally and in writing; operate a computer using specialized analysis software; operate specialized test equipment.
  • Ability to maintain detailed and accurate records.
  • Ability to develop and implement procedures, policies, standards, and training materials.
  • Prepares spreadsheets, documents, and technical reports, and Staff evaluations
  • Makes judgment from visual, oral, and written information, analyzes situations, and adopts effective, efficient, and reasonable courses of action in accordance with regulations, policies, and procedures to properly operate and maintain assets, ensure the safety of personnel, and deliver service to customers.
  • Project management.

LICENSES AND CERTIFICATION REQUIREMENTS

  • Valid Class "C" Texas driver's license required. Out-of-state license holders must have a valid license and provide a three-year driving history.
  • Class B Water Distribution and Collection III License from the Texas Commission on Environmental Quality OR the ability to obtain within one (1) year from the date of hire.

PHYSICAL DEMANDS AND WORKING ENVIRONMENT

Standing, sitting, walking, lifting, carrying, pushing, pulling, reaching, handling, fine dexterity, crouching, bending, vision, hearing, talking, use of foot controls.

Frequently working outdoors in hot, cold, and/or wet weather, exposure to noise and vibration from machinery, toxic chemicals and gases, work in confined spaces (trenches, manholes), work with contaminants in wastewater, work with electrical voltages up to 480V, and high-pressure water from equipment and/or the distribution system.

Hiring Range: $36.35 - $45.53, hourly.
