Visual Communications Manager
Under general supervision, the Visual Communications Manager oversees the creation and execution of communications and marketing campaigns focused on visibility, education, engagement, and outreach.
The role manages staff in their day-to-day work to fulfill the City of Dallas's strategic communication goals, advances the city's brand, and protects its brand assets to facilitate effective, engaging visual communication and content marketing through graphic design and other visual assets. This work informs Dallas residents, news media, and other stakeholders about city policies, operations, programs, services, and news.
The department utilizes a broad variety of tools, including websites, special applications, social media, e-newsletters, video, print, advertising, special events, and mass notification systems, all of which the Visual Communications Manager should be familiar with.
The role requires exceptional interpersonal communication skills, adaptability to changing priorities, the ability to delegate tasks effectively, mentor staff, and a passion for continuous learning.
Essential Functions:
- Manages and leads Visual Communications staff, including hiring, training, coaching, conducting performance reviews, and approving time, while developing performance metrics and tracking staff progress
- Plans, organizes, and coordinates work processes, procedures, and task assignments to meet productivity, quality, and strategic goals across departments, ensuring efficient workflow and output
- Develops, executes, and refines comprehensive communication strategies based on business plans, using various platforms such as email, social media, video, and web to engage targeted audiences and advance city initiatives
- Oversees the creation, review, and approval of creative assets and visual content, including digital graphics, infographics, animations, videos, and marketing materials, ensuring consistency with brand guidelines and quality standards across all platforms
- Manages and maintains communication tools and digital assets, including content calendars, reports, analytics, editorial procedures, and website governance, to ensure organized, consistent, and accurate messaging
- Collaborates with internal departments, external vendors, and stakeholders to identify communication opportunities, coordinate campaigns, and support citywide events, ensuring compliance with legal, brand, and administrative standards
- Prepares, maintains, and analyzes reports and metrics on communication activities and strategic goals, provides timely insights to management, and informs data-driven improvements
- Provides technical support, training, and guidance to staff and citywide web content creators, promotes best practices in digital communication, tools, and emerging industry trends
- Serves as backup for key communication leadership roles as needed, including emergency public information duties, media relations coordination, and final approval of communications
- Maintains consistent communication with city leadership and peers, attends meetings, and facilitates collaboration to optimize campaign effectiveness and ensure alignment with city priorities
- Manages internal communications calendars and scheduling, supports coordination of department-wide and citywide events to enhance communication efforts
Minimum Qualifications:
- Bachelor's Degree in Design, Communications, Marketing, Public Relations, Journalism, or Public Administration.
- A minimum of five (5) years of experience in graphic design, art direction, brand management, content marketing, public relations including three (3) years of supervisory or management experience is required.
Knowledge, Skills, and Abilities:
- Knowledge of ethical management and supervisory principles, best practices, and current techniques for brand management, content marketing, graphic design, and public relations
- Knowledge of computer graphic design including skillful use of Adobe, Microsoft, and social media tools.
- Knowledge of artwork processes, display set-ups, graphic art, and related artistic techniques
- Excellent communication skills including knowledge of the City's brand standards and style as well as oral and written communication
- Ability to maintain harmonious relationships with executives, officials, volunteers, employees, and the public
- Ability to organize and coordinate the work of subordinates
- Knowledge of social media, news media, and related platforms
- Knowledge of customer service techniques to resolve problems and issues
- Establishing and maintaining strong working relationships
Salary Range: $70,080.75 - $87,600.93
