Job Summary

Overview The Court Manager manages, oversees, directs, and supervises all financials, budget, and court logistics for the Court, Convention Center, municipal buildings, and other City property.

Essential Functions

1. Manages, oversees, and monitors personnel within the Municipal Court, supports jury services, and ensures appropriate law enforcement are present; delegates authority and responsibility for assigned tasks to subordinates; identifies needed areas of change or development and institutes changes to improve operations; plans, implements, coordinates, monitors and evaluates policies and procedures; coordinates and facilitates proceedings and operations at City Court facilities and other municipal buildings.

2. Establishes short-, mid- and long-term goals and objectives; develops and/or approves schedules, priorities, and standards for achieving goals; provides direction for personnel, clerks, and other administrative staff delivering services to the Municipal Court.

3. Assists in the development, preparation, management, and implementation of the department budget; reviews budget submissions, analyzes data analytics, and provides sound recommendations; handles various requests from City Council, City Manager’s Office, and other management.

4. Coordinates law enforcement agencies, jails or other detention facilities, magistrates, courts, prosecuting attorneys, correctional facilities, central state depositories of criminal records, and Central federal depositories of criminal records; ensures confidentiality of information and the destruction of files or other records according to statute timeframes.

5. Provides training, professional development, and performance evaluation for all staff supporting events; maintains historical case flow for evaluation and performance feedback.

6. Determines, develops, and implements procedures, processes, regulations, and guidelines to ensure effective and efficient operations; maintains control of master docket for all courts, prepares weekly and monthly dockets, and manages all court logistics; audits files, operations, and procedures.

7. Gives advice, counsel, instruction, and identifies routine training needs for staff; oversees handling of Jury Service Unit and ensures all staff perform work to the best of their ability.

8. Performs any and all other work as needed or assigned.

Knowledge and Skills

1. Knowledge of Public Administration and Municipal Court Operations

2. Ability to interact with a multi-ethnic population and workforce.

3. Knowledge of the laws and regulations of the State of Texas.

4. Knowledge of Jury service, court proceedings, docket management, and records management.

5. Knowledge of personnel supervision, management, and training.

6. Ability to use good judgment, discretion, and tact.

7. Communicating effectively and clearly verbally and in writing.

8. Establishing and maintaining effective working relationships.

Minimum Qualifications

EDUCATION:

  • Bachelor’s degree in any field

EXPERIENCE:

  • Four (4) years of progressive experience in any of the following:
    • Financial / Budget Management
    • Court Systems Operations Management
    • Program Management
    • Performance Management

    AND

    • Two (2) years of staff supervisory responsibilities (This experience may be included in the required experience listed above.)

    EQUIVALENCIES:

    • High school diploma or GED plus eight (8) years of the required experience including two (2) years of staff supervisory responsibilities will meet the education and experience requirements.
    • An associate degree in any field plus six (6) years of the required experience including two (2) years of staff supervisory responsibilities will meet the education and experience requirements.
    • A master’s degree or higher in any field plus two (2) years of the required experience including two (2) years of staff supervisory responsibilities will meet the education and experience requirements.

    Salary Range $73,584.79 - $91,980.98

    The salary listed on this job posting is the starting salary range; amount offered will depend upon qualifications.
