Job Summary

The Communication Specialist creates and supports their assigned departments' work to create, edit, and publish content through various websites, publications, programs, public information, graphic design, language access and A/V services offered by Communications, Outreach and Marketing.

Job Description

The Communications Specialist – CMO Liaison reports to the Office of Communications & Customer Experience / 311 (CCX) and serves as the primary liaison between CCX and the City Manager's Office. This individual is responsible for supporting creative messaging and content for the City Manager, including social media and written correspondence.

Essential Functions

1. Supports creation, development and implementation of district-specific communication and marketing plans to strategically manage the output of communication for their assigned departments.

2. Manages, maintains, and updates various digital content for their assigned departments on social media platforms such as Facebook, Instagram, Twitter, LinkedIn, Nextdoor, and YouTube; develops engaging, accurate, timely and helpful content.

3. Designs and creates print collateral aligned with City brand standards, Racial Equity Plan goals and ADA requirements such as flyers, brochures, handouts, direct mail pieces, signage, or event invitations.

4. Measures and evaluates Communications, Outreach & Marketing content for various districts, programs, and services.

5. Edits, evaluates, and reviews communications, documents and materials created by their assigned departments' staff to ensure all communications adhere to the City of Dallas brand standards, code of ethics, ADA requirements, best practices, and all other relevant City and state policies, procedures, codes, regulations, guidelines, and standards.

6. Works on behalf of Communications, Outreach and Marketing and Office collaboratively with their assigned departments' staff to develop communications and content for various events, programs, and services.

7. Researches, implements and recommends new communication tools and techniques approved by Communications, Outreach and Marketing, ITS Governance, the City Attorney's Office and other departments to advise Office of the Mayor and City Council staff.

8. Reviews and evaluates analytics available through subscriptions and supports engagement through surveys and other tools.

9. Prepares presentations and speeches to support their assigned departments' communication to City employees, residents, and stakeholders.

10. Ensures equitable language access, requesting contract interpreters with advance notice required for public engagement and serving as a trained custodian using COM equipment on loan such as interpreter headsets or PA equipment.

11. Performs any and all other work as needed or assigned.

1. Collaborates with City Manager's Office to develop and implement a strategic schedule for disseminating information through multiple communication channels, including citywide announcements and tailored content specific for the City Manager as it relates to City business.

2. Creates, manages, maintains, and updates various digital content for the City Manager's Office social media platforms such as Facebook, LinkedIn, Instagram, & X (Twitter).

3. Supports the City Manager by attending events to capture timely, relevant digital and written content, with flexibility to work evenings and weekends as required to maintain up-to-date communication.

4. Produces internal and external correspondence on behalf of the City Manager's Office such as memorandums, emails, weekly newsletters to City Council, video scripts for the City Manager's official videos, etc.

5. Prepares written materials for the City Manager's Office to communicate with the City Council, City Management, and the public about city's programs and initiatives.

6. Reviews and edits content to ensure accuracy, proper grammar, punctuation, and spelling.

7. Performs all other work as needed or assigned.

Knowledge, Skills, and Abilities

1. Knowledge of city's practices, procedures and functions.

2. Knowledge of basic principles, laws and regulations of personnel administration.

3. Knowledge of communications strategies, social media, graphic design and document printing.

4. Knowledge of Microsoft Office (Teams, Word, Excel, PowerPoint and OneDrive).

5. Knowledge of AP style and proper grammar, punctuation and spelling.

6. Ability to speak in public and make presentations to a wide variety of groups.

7. Ability to strategically support and facilitate media and other public information requests.

8. Ability to communicate effectively both verbally and in writing.

9. Ability to establish and maintain effective working relationships with stakeholders at all levels.

Minimum Qualifications

Education: Bachelor's Degree in Communications, Marketing, Public Relations, English or Social Science field.

Experience: Three (3) years of experience in communications or a related field with emphasis on social media communication & engagement, speech writing, and constituent or stakeholder correspondence.

Salary Range: $57,087.47 - $67,765.23 The salary listed on this job posting is the starting salary range; amount offered will depend upon qualifications.
