Assistant Director - Economic Development
Depending on the unit and programs assigned, some or all may apply of the Essential Functions listed, as well as the Minimum Qualifications and Knowledge, Skills & Abilities listed. The Assistant Director - Economic Development may direct, guide, and provide expertise for the economic development activities of the department. Responsibilities may include but not be limited to supervising and directing staff, facilitating new business development, enhancing real estate opportunities and investments, and facilitating new retail opportunities for the City.
Essential Functions
- Directs, leads, and manages all assigned economic development processes, programs, initiatives, and activities through subordinate managers; facilitates targeted real estate development and redevelopment; delegates authority and ensures professional performance; identifies needed areas of change or development and institutes changes to improve operations; plans, implements, coordinates, oversees project management to ensure that executed agreements are fulfilled and within applicable governing rules and regulations prior to authorizing disbursements, and evaluates policies and procedures.
- Participates and leads extensive staff review meetings to develop recommendations regarding new businesses, real estate opportunities, investments, and creation/retention of jobs; communicates and engages with site selectors, the governor's office, chambers of commerce, and corporations to negotiate business development incentives and to provide information.
- Drafts and creates term sheets, calculates impact analysis, negotiates contacts, and monitors compliance with those contacts; represent the city as a speaker at conferences and other public events, and continually builds relationships with site selectors, the business community, and local educational and workforce partners.
- Monitors progress of service delivery elements through procedures and strategies to accomplish timely and effective utilization of available services and resources; evaluates, analyzes, compiles and submits monthly management reports, related to funds utilization, staffing, accomplishments of the department, develops and makes budgetary recommendations for operating, multi-year and capital budgets based on existing plans, new considerations based on interviews with Department executives and project managers and provides options to executives based on goals and desired accomplishments, makes strategic decisions and leads budget development activities.
- Prepares annual performance plans, monitors staff activity, conducts at least annual performance reviews and evaluations of reporting staff; monitors and oversees budget items for project funding, provides Area Development, Area Redevelopment, Business Development, Public Improvement District information and reporting as relevant and appropriate for Programs and Projects assigned, and provides direction for staff and unit managers.
- Oversees the hiring, training, and performance of assigned economic development staff; provides performance evaluation and feedback, addresses disciplinary issues, and fosters teamwork amongst the department and its activities; identifies areas of quality management to enhance productivity through improved work procedures and practices, improved communication, and accountability.
- As relevant and appropriate Attend City Council meetings and legislative hearings and takes necessary action regarding decisions or inquiries made at such hearings.
- Performs any and all other work as needed or assigned by the Office of Economic Development Director.
Knowledge, Skills & Abilities
- Knowledge and proven experience in the attraction and evaluation of potential investments, business relocations, expansions or new, job creation/retention.
- Knowledge and familiarity with Real Estate Markets, Zoning, and Building Codes.
- Knowledge of commercial and/or mixed-use development, project financing and/or underwriting.
- Knowledge and familiarity with the development and/or implementation of economic development incentive programs and their requirements (local/state/federal), gap financing.
- Knowledge and experience in the development of multi-source/multimillion dollar budgets – both operations and capital; fixed assets, loans, grants, tax abatements, tax rebates and others.
- Knowledge and familiarity with city licensing and permitting procedures related to development or re-development.
- Ability to evaluate multiple alternatives to reach sound conclusions.
- Ability to establish and maintain an effective working relationship with all levels of management, city officials, vendors, other government agencies, other employees, and the general public.
- Ability to establishing and maintain effective working relationships and/or powerful negotiation skills.
- Ability to effectively communicate both orally and in writing and negotiate with technical staff, consultants, contractors, governmental agencies, city management, and citizens. Must have proven and effective public speaking experience.
- Must have a high-level of proficiency using Microsoft Office Suite including the development of Microsoft PowerPoint presentations.
- Ability to lead teams, evaluate the work of others and foster the professional development of staff.
- Ability to represent the Director, the Department and/or the City organization as requested.
- May be required to be certified, registered, or licensed in a specialty area.
Minimum Qualifications
Experience
7 plus years of experience in finance, economic or business development, real estate development, community development, or accounting with 4 of those years in a leadership capacity.
Licenses
Depending on the unit assigned, may require CEcD, EDFP, HDFP, AICP, or other Economic Development professional certification.
Education
Bachelor's degree or higher in one of more of the following areas: Economic Development/Real Estate, Urban Planning, Finance, Accounting, Business Management, Public Relations, Public Policy, Public Administration, Government or other related education.
Salary Range
$114,154.16 - $142,692.70 The salary listed on this job posting is the starting salary range; amount offered will depend upon qualifications.
