The Baltimore City Health Department (BCHD) is seeking a Deputy Commissioner to lead the Division of Population Health and Disease Prevention. Founded in 1793, BCHD is the oldest health department in the country, with around 800 employees and an annual budget of around $200 million, that aims to protect health, eliminate disparities, and ensure the well-being of everyone in our community through education, advocacy, and direct service delivery. BCHD's wide-ranging responsibilities include maternal and child health, youth wellness, school health, aging services, animal control, restaurant inspections, violence prevention, emergency preparedness, STI/HIV treatment, and acute and chronic disease prevention. This senior management position will lead a talented team responsible for the public health vision and strategy for preventing and addressing challenges related to mental health and substance use in Baltimore City.

Essential Functions

  • Leading a division with an annual budget exceeding $75 million and 270 staff, delivering public health services to clinics for HIV, Hepatitis C, TB, and other sexually transmitted infections, prevention programs, Ryan White initiatives, Community Risk Reduction Services, disease monitoring and investigation, and Non-Emergency Medical Transportation.
  • Managing Assistant Commissioners and program managers, overseeing budget planning and execution, directing policy, coordinating with the Commissioner, engaging with funders, and representing the Health Department to City, State, and Federal officials.
  • Overseeing the Ryan White Planning Council Support Office (PCSO) staff, providing leadership and mentorship to ensure effective administrative support for the Planning Council.
  • Supporting PCSO efforts to maintain compliance with HRSA requirements for Ryan White funding.
  • Responsible for executive management of the division, including developing and implementing department wide strategic planning of all administrative and programmatic functions including by not limited to planning, administering, supervising, and evaluating public health programs and activities of the Population Health and Disease Prevention Bureau.
  • Responsible for setting the Population Health and Disease Prevention Bureau's programmatic goals and monitoring program productivity through outcome-focused reports.
  • Addressing public health issues that may impact Population Health programs by collaborating across health department programs to deliver comprehensive patient services.
  • Providing financial oversight for the bureau's programs.
  • Establishing the annual operating and capital budgets, ensuring fiscal responsibility by meeting budget targets.
  • Monitoring and analyzing financial data to inform decisions on FTEs, staffing, and operational budgets.
  • Assists in developing solicitations, RFPs, and RFQs.
  • Participating in public health emergency response duties as assigned, consistent with job classification and training provided in response to natural disasters and threats to public health.

The incumbent will report to the Chief Operating Officer. The incumbent will also work closely with and collaborate with the Deputy Commissioners for Public Behavioral Health, Aging and Community Support, and Youth Wellness and Community Health, as well as the Chief Epidemiologist. This is a highly visible leadership position within BCHD. A successful candidate will have strong working experience in public health, Clinicial Services and HIV/STI Prevention, Ryan White, Comunnicable Disease and Outbreak Control. A candidate will also have strong management and team skills, and community engagement experience.

Minimum Qualifications

Education: Have a master's degree in business administration, public administration, management, law, or related field from an accredited college or university.

AND

Experience: Have eight years of senior management, policy-driven operational responsibilities. Four years of experience managing homogenous functions through subordinate supervisors is required.

OR

Equivalency Notes: Have an equivalent combination of education and experience.

Licenses, Registrations, and Certificates: Professional certifications may be required.

Knowledge, Skills, and Abilities

  • Comprehensive knowledge of principles and practices of public health.
  • Excellent written and verbal communication skills, effective interpersonal skills, multi-tasking ability, and attention to detail.
  • Knowledge of public health regulations, policies, and accreditation standards.
  • Knowledge of the planning process and the ability to plan, implement and evaluate projects.
  • Knowledge of family health and community engagement partners, stakeholders, and academia
  • Knowledge of laws, general statutes, policies, procedures, rules, and regulations governing public health programs in the state of Maryland
  • Knowledge of principles, methods, and techniques of efficient administration, including public relations, personal administration, budgeting, and general management
  • Ability to work under pressure and meet deadlines.
  • Ability to establish and maintain effective relationships with County, City, and State representatives.
  • Ability to organize, motivate, and build teams and to work collaboratively with internal and external partners.
  • Ability to read, analyze and interpret the most complex documents.
  • Ability to make effective and persuasive presentations.
  • Ability to define problems, collect data, establish facts, and draw valid conclusions.
  • Proficient in Microsoft Office (Word, Excel, Access, PowerPoint) and other County software applications.

Additional Information

Background Check

Eligible candidates under final consideration for appointment to positions identified as positions of trust will be required to complete authorization for a Criminal Background Check and/or Fingerprint screening, and must be successfully completed.

Probation

All persons, including current City employees, selected for this position must complete a 6-month mandatory probation.

Residency and Financial Disclosure

This position is subject to Article I, Section 7-10 of the Baltimore City Code, which mandates that the incumbent both reside and be a registered voter of Baltimore City at the time of appointment or sign a declaration of intent to become a City resident and registered voter within 6 months of the effective date of their appointment. Failure to comply with the declaration of intent will result in immediate termination. You will also be required to complete a Financial Disclosure pursuant to Sections 7-7, 7-8, and 7-9 of the City Ethics Law. The initial financial disclosure must be submitted within 30 days of hire.
