Job Summary
The Chief of Fiscal Services II is an executive-level position that directly works with many City Agencies, including but not limited to the Fire Agency Administration, the City Finance Director, the Bureau of Budgets and Management Research, City Procurement, the Bureau of Accounting, Payroll and Services, the Board of Estimates, and the Comptroller's Office.
The Chief of Fiscal Services II plays an integral role in monitoring, managing, analyzing, compiling, and reporting on all fiscal operations within the agency in accordance with all applicable statutory procedures and regulations. This role plays a critical role in advising Agency Officials responsible for substantiating all the institutional targets that are met and adhering to authorized appropriations.
In addition to overseeing budget preparations, invoicing, and procurement, the Chief of Fiscal Services is responsible for the selection, training, and supervision of fiscal employees relating to accounts payable/receivable, payroll, grants, and purchasing. The Chief of Fiscal Services II provides guidance and training to Fiscal staff on complex fiscal transactions, policies, and procedures, in addition to providing technical expertise and direction for the purposes of adhering to employee growth and agency guidelines.
Essential Functions
Minimum Qualifications
Education: A bachelor's degree is required, and a master's in public finance administration is preferred.
AND
Experience: Have eight to fifteen years of experience in public finance, which is preferred, along with experience working with union representatives and public officials.
Physical Demands: Must be able to work in a standard office setting and use standard office equipment, including technological devices; to communicate with individuals at various colleges and meeting sites; the ability to understand and comprehend written and electronic materials; and the ability to receive, review, and respond to communications in person, before groups, and over and through various media. This is primarily a sedentary office classification, although movement between work areas may be required. Positions in this classification occasionally may need to physically reach, push, and pull drawers open and closed to retrieve and file information. Incumbents must possess the ability to lift, carry, push, and pull materials and objects up to 20 pounds.
Environmental Elements: Incumbents work in an office environment with moderate noise levels, controlled temperature conditions, and no direct exposure to hazardous physical substances. Incumbents may interact with staff and/or public and private representatives in interpreting and enforcing departmental policies and procedures.

Probation
All persons, including current City employees, selected for this position must complete a mandatory six-month probation.

This position is required to complete a Financial Disclosure pursuant to Sections 7-7, 7-8, and 7-9 of the City Ethics Law. The initial financial disclosure must be submitted within 30 days of hire.
