Learning And Development Induction Manager

Under the general direction of the Learning and Organizational Development (L&OD) Manager, the 0922 Manager I serves as the Induction Manager responsible for overseeing and enhancing the Eligibility Worker Induction Training program supporting Medi-Cal and CalFRESH benefit programs. This position leads the redesign and implementation of training initiatives for new staff, ensuring consistency, quality, and alignment with departmental goals. The incumbent exercises discretion in developing procedures within established policy frameworks and collaborates with internal and external stakeholders.

ESSENTIAL TASKS & DUTIES According to Civil Service Commission Rule 109, the duties specified below are representative of the range of duties assigned to this job class and are not intended to be an inclusive list; may include additional duties as assigned:

  1. Lead and oversee the Eligibility Worker Induction Training program, ensuring its successful implementation across all participating programs which include managing curriculum development, coordinating training schedules, securing necessary resources and facilities, and monitoring program effectiveness through evaluation tools that assess trainee knowledge retention and performance outcomes.
  2. Lead a comprehensive assessment of the Eligibility Worker training programs across benefit programs to ensure consistency in the offerings and in the evaluation standards for trainees.
  3. Supervise a team of professional training staff and provide coaching, performance feedback, and professional development opportunities.
  4. Establish and monitor evaluation standards for trainee performance across programs.
  5. Support introductory CalSAWS training for new staff joining the Induction training program.
  6. Build and maintain collaborative relationships with program managers, trainers, and external partners.
  7. Monitor training outcomes and recommend improvements based on feedback and performance data.
  8. Collaborate with program senior management to develop and implement training plans including planning and coordinating induction cohorts.
  9. Serve as a representative of the Learning and Organizational Development (L&OD) Manager in meetings with internal and external stakeholders; represent the Agency in workgroups and collaborative forums with external stakeholders to discuss emerging trends, share best practices, and contribute to the development and refinement of policies and procedures impacting training.
  10. Manage the development, review, and distribution of training materials; oversee the rollout and facilitation of training sessions, ensuring consistency and effectiveness.

Qualifications:

1. Possession of a Baccalaureate Degree from an accredited college or university;

AND

2. Three (3) years of professional experience designing, implementing, facilitating, and evaluating employee training or onboarding programs, including the development of curriculum, instructional materials, and measuring learning outcomes and performance

Substitution of experience: A Master's Degree or higher in Human Resources, Public Administration, Education, Management, Industrial/Organizational Psychology or a closely related field may substitute for one (1) year of the required experience.

Substitution of education: Additional qualifying work experience may be substituted for the required education on a year-for-year basis for up to two years (30 semester/45 quarter units equals one year).

DESIRABLE QUALIFICATIONS:

  • Demonstrated experience delivering training for public service eligibility programs such as CalFresh, Medi-Cal, CalWORKs, and/or CAAP/General Assistance.
  • Proven ability to design and facilitate training programs utilizing the California Statewide Automated Welfare System (CalSAWS).
  • Experience designing and implementing training curricula, including developing and applying evaluation tools to measure program effectiveness, assess trainee knowledge retention, and analyze performance outcomes.
  • Experience leading large-scale change management initiatives.
  • Expertise in developing and implementing solutions within strategic planning cycles.
  • Ability to navigate ambiguity and work independently with minimal supervision.
  • Strong professional integrity, work ethic, and sound business judgment.
  • Experience supervising professional staff engaged in employee training or onboarding programs.

SELECTION PROCEDURES:

Candidates will be prompted to complete a supplemental questionnaire as part of the online employment application process. The Supplemental Questionnaire is designed to measure applicant's relative knowledge, skills and abilities in job-related areas, identified as critical for successful performance. These may include but are not limited to: analyzing and interpreting data, critical thinking, project management, and technical knowledge in curriculum development.

Candidates must obtain a passing score on the Supplemental Questionnaire in order to be placed on the eligible list for positions in this job Class.

The duration of the eligible list resulting from this examination process will be of six (6) months and may be extended with the approval of the Human Resources Director.
