Emergency Services Manager

Under the direction of the Executive Director of Tribal Programs & Services, the Emergency Services Manager is responsible for the planning, development, training and updating of the Emergency response plan. The Emergency Services Manager coordinates and integrates all activities necessary to build, sustain, and improve capabilities to mitigate against, prepare for, respond to, and recover from threatened or actual natural disasters, acts of terrorism, or other man-made disasters. The Emergency Services Manager facilitates coordination of outside resources on behalf of the tribe and fulfills Emergency Operations Center duties as Incident Commander.

This role has a matrixed job structure. A Team Member in a matrixed job has multiple reporting relationships. Reporting lines are often based on functional and business groups in which the job supports, with functional department typically being the primary. In this role, the primary reporting relationship is to the Executive Director of Tribal Programs & Services, with responsibility to TERT.

Responsibilities

  1. Plans and directs disaster response or crisis management activities.
  2. Coordinates disaster preparedness training for team members, partnering with internal and external stakeholders (i.e., Public Safety, Human Resources, Risk Management, County OEM, etc.).
  3. Prepares emergency plans and procedures for natural (e.g., hurricanes, floods, earthquakes), wartime, biological, or technological (e.g., water treatment power plant emergencies, hazardous materials spills, Cyber) disasters, or hostage situations.
  4. Develops, adopts, authors, and edits emergency response plans for all tribal entities, and enterprise assets.
  5. Supports Emergency Response for Chumash Enterprises and its assets, which includes management of all Enterprise emergency plans, training, ICS, etc.
  6. Annually updates emergency response plans to address changes in regulation (including Tribal Gaming Agency), scope, resource availability, and best practices.
  7. Liaises with state, county, and federal emergency response agencies.
  8. Attends training and seminars as required to maintain on-going compliance with laws and regulations, and to recommend, and implement enhanced emergency management operations.
  9. Initiates funding proposals, serves as project manager, and oversees grant, human, and financial resources for funded projects.
  10. Actively pursues and secures grant funding to support the Emergency Services Initiatives.
  11. Collaborates with Chief Officers and Legal Counsel as needed.

  13. Performs other duties as assigned.

Qualifications

  • High School Diploma or GED certificate.
  • Bachelor's degree in related field; or equivalent work experience.
  • Certificate of completion of FEMA ICS-300.
  • Completion of FEMA course G-191 within six months of appointment.
  • Five years of prior experience in Emergency Management or related field.
  • Prior experience in a supervisory or manager role preferred.
  • Advanced knowledge of applicable law, regulations, rules, procedures, and administration.
  • Intermediate computer proficiency utilizing Microsoft applications, e-mail, and internet.
  • Willingness to work flexible schedules in a 24/7 work environment, including holidays, nights, and weekends.
  • Valid Driver's License and an acceptable driving record.
  • The continuation of this role will be contingent upon the successful acquisition of grant funding.
  • Native American hiring preference applies.
