The HUMINT Targeting Cell Support shall coordinate, plan, prepare, publish, maintain, write, execute, assess, and brief operations from initial concept or task until the mission or operation is completed for a specific event, phased operation, or recurring task, mission or operation.
Develops targets and target systems for joint lethal and/or non-lethal engagements. Develops target nominations, creates database records, and databases target intelligence products.
Produces all-source analytic damage estimates and battle damage assessments and assists with combat assessment requirements.
Conducts collateral damage estimation, performs target list management, target strategy development, and provides joint target intelligence support to deliberate and dynamic target engagements.
Provides recommendations for target prioritization to achieve commander objectives for plans and operations.
Provides database nominations, creates and updates database and uploads TMs into databases.
Develop HUMINT leads, based on Army G2, IG2X and/or unit collection and targeting strategies, by conducting extensive research through the use of multiple classified and unclassified resources and databases in support of current and future full spectrum US Army HUMINT Operations.
Conduct research and develop responses and Lead Tenders on RFIs on collector generated leads, once the lead is validated by the Officer in Charge (OIC) as a lead that can potentially satisfy an intelligence collection requirement.
Provide the leads to the TRB as a Target Nomination Package.
Provide assistance on additional leads that are reported from other sources to the TRB by assisting in the evaluation of nominations for passage by the Government directly to the appropriate supported operational element(s) for their action.
Prepare and provide to the supported element Lead Tenders, Operational Support Packages, and Target Development Packages.
Liaise with operational and support elements, external intelligence agencies, and external federal law enforcement elements to foster an environment of cooperation and sharing of information to better develop future products.
Pass CI leads that are developed out of the HUMINT leads to the appropriate HUMINT elements for their consideration.
Continuously assess asset reporting.
Assess and prepare production reviews in conjunction with Source validation boards.
Minimum education and years of experience requirements:
High School Diploma: 12 years of relevant experience with at least a portion of the experience within the last 2 years.
OR
Associates Degree: 10 years of relevant experience with at least a portion of the experience within the last 2 years.
OR
Bachelors Degree: 8 years of relevant experience with at least a portion of the experience within the last 2 years.
OR
Masters Degree or higher: 6 years of relevant experience with at least a portion of the experience within the last 2 years.
A minimum of experience as a CI/HUMINT targeting officer OR a bachelor's degree and completion of a foundational targeting course including, but not limited to: Joint CI-HUMINT Analytical Targeting Course (JCHATC), Operational HUMINT Targeting Course (OHTC)/HUMINT Targeting Tradecraft Seminar (HTTS), or an Intelligence Community (IC) agency Targeting Officer certification.
A minimum of one year of experience in one or more of the following areas: China, Russia, Iran, or North Korea.
Experience utilizing all intelligence disciplines in the planning, execution, and support of sensitive intelligence collection operations including direct support to operational military or IC elements.
Additional experience supporting joint and/or interagency operations is preferable.
