Engineering Project Executive

The incumbent serves as an Engineering Project Executive responsible for planning, strategy, program development, program operations, acquisitions, funding, housing and wrap around services, construction activities, and the coordination of all campus activity. Responsibilities major duties include:

  • Working closely with executives within VACO, VBA, CFM, OAEM, VISN and Medical Center to keep priorities within the scope of the contracts and to limit changes to design that impact cost controls.
  • Resolving problematic issues pertaining to schedule, scope, budget, security, community and public relations, site conditions including environmental and hazardous materials, vehicular traffic access to the site and permitting requirements.
  • Analyzing and developing implementation plans for mitigating natural conditions that adversely impact removal, transportation and disposal of hazardous materials.
  • Leading various developmental phases for the NCWI program including strategic planning, management, design, contract documents, pre-bid, phasing, pre-construction, existing housing operational interface and related meetings and conferences with VHA, VBA, VACO, OAEM and CFM officials, A/E firms, and contractors to refine program and functional requirements, clarify construction features, define and adapt improvements to design criteria and specifications and resolve conflicts resulting from reviews, unforeseen problems, and design/construction progress.
  • Conducting reviews to ensure project plans evolve with complete, accurate and fully coordinated documents that comply with VA criteria, standards and all appropriate national codes as applicable.
  • Managing and verifying alignment of all projects within the program for swing space, laydown, infrastructure and utilities, active housing operations, site read turn over, and infrastructure requirements.
  • Reviewing all phases of project execution to include oversight of the construction.
  • Providing guidance, direction, and policy interpretation on sensitive and complex issues arising during construction and delays that impact phasing.
  • Monitoring administrative contract support activities and assuring that adequate support is provided for acquisition contract requirements and activities.
  • Resolving project issues that arise during and throughout construction to prevent claim and minimize delays that are critical to the success of the projects.
  • Incumbent will exercise a very broad delegation of authority to make decisions, approve changes, and take other such actions which will expedite completion of this project.
  • Administering and communicating all changes in project funding, scheduling and scope.
  • Administering and supervising on-site construction.
  • Negotiating the resolution of problematic issues, disputes and claims.
  • Serving as a first line supervisor over an integrated program management office with a staff of diverse engineering, contracting, legal, environmental, real property, planning, schedule, cost estimation, communications, and historic preservation.

Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 08/21/2025.

Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement.

For a GS-15 position you must have served 52 weeks at the GS-14. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade.

Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment.

You may qualify based on your experience as described below:

Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade (GS-14) in the normal line of progression for the occupation in the organization. Examples of specialized experience include: directing a complex, extremely large design and construction program with program coordination across internal, private, and external entities; coordinating the multiple phases of work to be completed and oversee the inspections of completed work to assure contract compliance; closely monitoring and documenting all progress of multiple projects to assure that timelines are met.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment.

You will receive credit for all qualifying experience, including volunteer experience.

Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment.

Physical Requirements: Mostly sedentary. Walking and lifting may be required.
